Under the premise of the rapid development of socio-economic level,people’s quality of life has been significantly improved,life expectancy has been continuously prolonged,the proportion of the elderly population has risen,the number of working-age population has relatively decreased,and the dependency ratio of the elderly population has increased.The social burden tends to accentuate,the pension supply power drops continuously,these problems all have a great impact on the existing pension system.The World Health Organization(WHO)has put forward the concept of "positive ageing" as early as the millennium to deal with the problems of this century.On the one hand,the 60-69 years,many of them are not only healthy but also has rich work experience,social resources and has very strong attachment psychology,the possibility of re-employment is greater.On the other hand,the number of human resources of the young aged population in China is huge,and it has its unique advantages in professional skills,life experience and work experience.Thus,promoting the re-employment of the young can help to make sense for the elderly,in order to relieve the pressure of labor shortage.At present,the theoretical research and practical experience about the re-employment of the young elderly in our country are relatively lacking,especially in the aspects of social concept,policy support and so on.Based on the questionnaire survey of five communities in Lanzhou and the statistical data of Lanzhou Bureau of Statistics,this paper is supported by the theory of positive aging,the theory of human capital and the theory of employment.The logistic binary regression analysis is used to explore the difficulties faced by the young elderly in Lanzhou and the degree of influence among the influencing factors,and then draw lessons from the successful experience in the world,and put forward the countermeasures to promote the re-employment of the young elderly in Lanzhou.To actively respond to ageing And can provide a feasible theoretical basis for effectively configuring the force resources of the low-age old people.
