"Selective Cooperation" Behavior Of Property Service Enterprises: An Analysis Of Institutional Logic

Since this century,with the rapid transformation of China's social structure,four interacting social facts,namely population urbanization,labor farming,housing commercialization and the disintegration of the unit system,have jointly promoted important changes in the relationship between urban community governance subjects.It is particularly obvious that property service enterprises have become one of the indispensable subjects to participate in urban community governance.Based on this,the central issue of this paper is that although the relevant national policies have clearly defined the role of property service enterprises in urban community governance in terms of management subjects,concepts,objectives,policies and finance,the paradox is that there are obvious "selective cooperation" behaviors in the practice of property service enterprises participating in urban governance.Specifically,firstly,taking a case of real estate service enterprises in Lanzhou as the research object,this paper describes the action process of real estate service enterprises in relevant community governance events such as "building civilized city","fire safety" and "owner committee".Secondly,it uses the framework of "government-market-society" to analyze the "selectivity" of real estate service enterprises in participating in the practice of urban community governance.The third is to construct an institutional logic to explain the "selective cooperation" behavior of property service enterprises in urban community governance from the perspective of organizational sociology.On the basis of field investigation,this paper collects first-hand experience data by means of documentation and interviews,and describes three specific strategies of property service enterprises in participating in three community governance events:building a civilized city,fire safety and building an owner's committee.They are "positive adaptive strategy","negative coping strategy" and "seeking development strategy".The individual security protection mechanism,interest expression mechanism and resource acquisition mechanism of property service enterprises have deeply analyzed the possible opportunity structure of their "selective cooperation" behavior(that is,the conditions and possibilities for the occurrence of "selective cooperation" behavior of property service enterprises).This paper uses the analytical framework of "government-market-society" to explain the institutional logic of "selective cooperation" behavior of property service enterprises from the perspective of organizational sociology.The central proposition of organizational sociology is to emphasize that formal organizations depend on their specific social environment for survival and development.On the one hand,from the perspective of the technical environment of property service enterprises,property service enterprises are a market-oriented enterprise organization,which is the basic organizational attribute of property service enterprises.At the same time,the human resources,material resources and time resources of property service enterprises are also scarce.Moreover,the division of labor and cooperation within the organization of property service enterprises are only facing the property service of owners.? On the other hand,from the perspective of the social environment(institutional environment)in which the property service enterprise is located,the "selective cooperation" behavior of the property service enterprise is embedded in this specific institutional environment.Specifically,from the legitimacy of the property service enterprise,the ambiguous macro-policy it faces,the conflict of interests with the grass-roots government in public service,and the exclusive employment with the owner.This paper analyses the specific institutional environment of the "selective cooperation" behavior of property service enterprises from the aspects of interest consistency in industry services.The basic conclusion of this paper is that the author tries to generalize an unconventional behavior of property service enterprises participating in the practice of urban community governance by using the concepts of "selective cooperation"(positive adaptive strategy,negative coping strategy and development-seeking strategy),and analyses the opportunity structure of "selective cooperation" behavior of property service enterprises,from the perspective of organizational sociology.Based on the theory of technological environment and institutional environment,this paper constructs an institutional logic to explain the "selective cooperation" behavior of property service enterprises.Of course,whether the "selective cooperation" proposed in this paper can be an analytical concept to summarize the practice of property service enterprises participating in urban community governance still needsin-depth field investigation to obtain rich case materials to further explore its connotation and extension.
