The Shaanxi QingLing Cement Co., Ltd. is one of the biggest companies that engaged in cement manufacturing in China. Since the company's stock listed on Shanghai Security Exchange in 1999, the company has encountered vast opportunities stemming from government policies and industrial regulations. At the same time new entrants and competitive rivals from both civil and abroad incurred intensifier competition. The study of the company's development strategy leads to a good understanding about the justifications of the existence and development of the enterprise.This thesis is followed the theory of enterprise development strategy. It can be divided into four successive parts: strategy analyzing, selecting, planning, and implementing.First, strategy analyzing: Through analyzing the inner and outer environment factors such as history, resources, competence and its strengths and weaknesses, we identified the firm's competitive advantages, core competence and long term goal. Especially, we compare and arrange the order of civil listing cement enterprises in China through establishing a series of relevant indexes and fuzzy subsets method. We forecast the firm's next 5 years manufacture capability by recession analysis.Second, strategy selecting: On the basis of our above-mentioned research, the thesis proposes the following strategy idea: the firm's prior task is to develop the enterprise's major business, becoming the one of the biggest cement businesses in China. Then, the essay displays the feasible alternatives of the company's developing strategy. Furthermore, the thesis provides the linear programming methods of strategy evaluation and selection.Third, strategy planning: The thesis is majoring in the ISM analysis of the important factors, which have vital effect on the company. Weconcluded that the firm's strategy planning should be focused on 3 facets: inner productivity scale improving, in-regional enterprise power increasing, and trans-regional enterprise power developing. The essay emphasizes on the efficient application of human resources, the restructure of the company's governance structure and the reform of the stockholders makeup.Last, strategy impementation: The essay works out correspondent policies on strategy implementation. In this part the thesis stresses on the importance of innovation and entrepreneur lead ship. Particularly, we put forward a two-cycle model to conduct the efficient application of human resources.As an old typical state-owned enterprise, the Company's strategy research is not only concerned about its existence and development, but also furnishing with an example of state-owned enterprise reform.
