advancement,highlighting the bottom line and breaking the balance.Finally,combining with the reality of the supervision system reform,it points out the significance of Xi Jinping's thought of rule of law to the supervision system reform in four aspects: strengthening the leadership of the Party,deepening the reform,improving the efficiency of the system operation and eliminating corruption;clarifies the three functions of the supervision system reform:ideological guidance,system construction,resource integration,as well as providing direction,political basis and driving supervision system reform.According to the specific requirements of Xi Jinping's rule of law thought,the paper comprehensively reviews the actual results of the reform of the bid supervision important part of the state power system together with judicial power,legal supervision power and legislative power;to address the organizational structure of the supervision system,it is proposed that the coordination and connection between the supervision organs and the judicial and public security organs should be strengthened,and that part of the disposal functions should be shared according to their responsibilities.Multi-track handling of supervision,investigation and disposal;three ways should be taken to improve the scientific rationality of the detention: perfecting the rules of power operation,strengthening human rights protection and strengthening external supervision;emphasizing on solving the problem under the lamp by adding permanent supervisory organs of the Standing Committee of the People's Congress,strengthening the supervision of Party committees,introducing judicial supervision mechanism and strengthening citizen supervision.Focusing on the lack of jurisprudential relationship between supervision procedure and criminal procedure,legislative organization procedure and administrative punishment procedure,it is suggested that the relevant provisions of Criminal Procedure Law,Legislative Law and Civil Servant Law should be further amended and perfected to achieve seamless convergence in jurisprudence.
