Research On The Reform Of National Supervision System In The New Era

The reform of the national supervision system in the new era was launched by“four comprehensive” strategic blueprint of building a moderately prosperous society,deepening reform,advancing the rule of law and strictly governing the party in the context of promoting the national governance capacity and the modernization of governance system.Supervisory Committees of the state,province,municipality and county were formed with the supervisory system including all public officials exercising public power.The promulgation of Supervision Law made it clear that the National Supervisory Commission is the highest supervisory organ,leading and guiding the work of the supervisory committees at all levels.This is an important institutional innovation and top-level design in the history of anti-corruption in China.The reform of the state supervision system was launched with the establishment of the State Committee of Supervisory of the People's Republic of China,“one government and two houses” was changed into “one government,one committee,two houses”,and the administrative supervision left from the original administrative organs.It is of great significance to intensify the struggle against anti-corruption and win an overwhelming victory in the future when the State Committee of Supervisory becomes an equal organ with the government,the Supreme People's Procuratorate,and the Supreme People's Court.By collecting data and searching literature,this paper focusses on the analysis of the problems that existed before the reform of the supervisory system,the discussion about why it was necessary to reform the supervisory system in the new era,what was the background of the reform,the status and role of the reform of the state supervision system in the "four comprehensives" strategic blueprint.At the same time,it analyzes the specific content of the reform of the state supervision system in the new era,challenges in the development of the reform.According to different challenges and their analysis,countermeasures and suggestions to further improve the reform of the national supervision system must be put forward.Analyzed and studied by this paper,the reform of the national supervisionsystem in the new era is an important part of deepening the reform in a comprehensive way,and it is a must to promote the national governance capacity and the modernization of the governance system.With the deepening reform of the supervisory system,all public officials exercising public power being supervised come to understand that corruption is not only the public enemy of the people,but also the most abhorrent part of the country,and execution of the public power from the people must be for the people without any doubt.The reform of the supervision system,the improvement of the supervision organization structure,and the creation of the supervision system with Chinese characteristics are essential guarantees for the promotion and development of the "four comprehensive" strategic layout.
