| Since the 18 th National Congress of the Communist Party,the party committees(groups)and discipline inspection and supervision departments of State-owned Enterprises(SOEs)have been thoroughly putting into practice the guidelines of “transformation of functions,modes,and work styles”,promoting the implementation of “two responsibilities”,and understanding and applying the four forms of supervision and disciplinary enforcement.Significant achievements have been made in improving the Party’s conduct and integrity.The 19 th National Congress of the Communist Party made arrangements for the reconstruction of the national supervision system.The state-owned properties and specific functions of large-scale SOEs require enterprises to unswervingly push forward the reform of national supervision system in accordance with its general requirements.The main purposes of this feasibility study on the establishment of supervision committee in large-scale SOEs are to demonstrate the necessity and feasibility of taking supervision system reforms in large-scale SOEs,seek for specific approaches and methods to carry out reforms with consideration of the characteristics and needs of enterprises,find solutions for existing systems and mechanisms-related issues,provide new theoretical support to deepen the reforms,ensure scientific implementation of reform arrangements by Party Central Committee within SOEs,and eventually provide guidance and references for continuous improvements of supervision systems and mechanisms in large-scale SOEs.By using different methods such as documentation and summaries of experience,with reference to domestic and foreign literature and research results and based on theories of “Anti-corruption by Institution” and “Separation of Powers for Checks and Balances”,this article starts with an introduction of emergence and development of supervision power in domestic and foreign countries,the origin of existing Discipline Inspection and supervision systems in China as well as the the drivers behind the reform,then explains goals and tasks of national supervision system reform,discusses the advanced nature of this reform,and analyses the challenges we’re facing in discipline Inspection and supervision practice.From a problem-solving point of view,this article studies the necessity and feasibility of the establishment of Supervision Committee in Large-scale SOEs,with a conclusion that it’s feasible and imperative to establish supervision committee in enterprise which will further deepen the reform of discipline inspection and supervision systems in SOEs.The article also suggests a design approach for key aspects such as legal preparation,methods of vote,objects and measures of supervision,organizational structure and functions based on characteristics of SOEs and advanced experience,and provide anticipation for potential issues as well as strategy and suggestions to deal with these issues. |
