Since the 1970s,with the rise of new public management,it has promoted in-depth research and extensive practice of government performance management.Western developed countries have begun to use the performance management of commercial organizations to manage the government,introducing performance factors such as decentralization,results,responsibilities,and customers to promote the government performance management effectively.The new public management theory has also been valued by governments at all levels in China.They have tried government perf-ormance management reforms,and formed performance management models such as target responsibility,efficiency management,and people satisfaction,transforming into performance budgeting,performance appraisal,and efficiency building,which have greatly improved the administrative capacity of the government and the effectiveness of public services.However,there are many shortcomings in the practice and research of Chinese government performance management,for local governments,which lie in the lack of ideas,the coupling failure of joints,the fact that tools are not used,the administrative waste and performance loss,the few applications of performance management.Therefore,local government performance management requires in-depth theoretical research and reform and reconstruction.Since delegate powers,and improve regulation and services came into being for the first time in 2015,which deepens reforms to streamline government administration,delegates more powers,and improves regulation and service,the government's operational process has undergone a profound change,and the social governance system has undergone tremendous changes.The government's reengineering,serving the masses,and social participation in government performance management are highly compatible,and provides new opportunities,new ideas and new requirements for local government performance management reform and development.To this end,taking Yanzhou District,Jining City,Shandong Province as an example,relevant research has been carried out through literature research,case analysis,comparative research and survey research.First,the concepts of performance and government performance,performance appraisal and performance management,government performance management are defined,it is believed that government performance management is the control of achieving the optimal value of the government and should be realized from three aspects:rules,behaviors and goals.Secondly,through the analysis of the exploration of performance management in Yanzhou District under delegate powers,and improve regulation and services,it analyzes the main content and characteristics of its performance management,the performance management problem is manifested in insufficient understanding of performance management subjects,performance management institutions are not intensive,management process is structured but not perfect,management form single technology stale,and the effectiveness of management pays more attention to internal evaluation than external evaluation.Thirdly,explain that the main reason for the above problems is the inaccurate positioning of government performance management,the synergy of performance management did not form,the reward and punishment mechanism is not perfect,low digitization and informationization of performance management,and low le'vel of social cooperation.The forth,this paper summarizes the models of domestic and foreign government performance management and its enlightenment.Finally,it proposes delegate powers,and improve regulation and services value concept based on power reengineering,institutional reengineering,process reengineering,technology reengineering and service reengineering,this paper adheres to the Government's Performance Management Institution and Value Concept,optimizes the government performance management organization system,build a virtuous circular chain of government performance management,improve the scientific degree of government performance management,promote the transformation of government performance management to government performance management to provide reference and reference for promoting local government performance management.
