Research On The Executive Ability Of Streamline Administration,Delegate Powers,Improve Regulation And Services Of Hohhot Municipal Government

The streamline administration,delegate powers,and improve regulation and services reform is the basic transformation of the country in the process of promoting the modernization of the governance system and governance capabilities.The State Council first proposed the overall reform goal of streamline administration,delegate powers,and improve regulation and services in 2016.Since then,the reform has become the main theme of the transformation of government functions and the deepening of the reform of the administrative system.After the 19 th National Congress of the Communist Party of China,the reform entered a new stage of development in depth.The direction and realization path of this "self-revolution with a blade inward" after years of continuous dy namic debugging gradually became clear.If we want this policy to find the satisfaction of the masses,solve the conflicts of interest games and ability fetters,the improvement of policy execution is the essence of development.In recent years,Hohhot City has been constantly exploring the establishment of its own propulsion model while implementing superior policies.Based onsimplifying government and decentralization,strengthening supervision and optimizing services,we strive to enhance the performance of government functions and provide high-quality and convenient services for the masses and enter prises.However,with the continuous and in-depth implementation of the policy,Hohhot has achieved certain results while exists some problems and shackles in its implementation.The deep-seated contradictions between traditional policy measures and social governance tasks in the new era have gradually emerged.The pluralistic relationship between the central and local governments,the public and individuals has become increasingly complex.The realization of the expected goals faces multiple obstacles,and some of the policy implementation capabilities are not satisfactory.This article takes policy enforcement as a research perspective,systematically studies the policy enforcement in Hohhot,and comprehensively expounds policy background and current status in Hohhot based on theories of Smith's theory of policy implementation process,interest games,and overall government.Analysis the problems in the implementation and the reasons for the problems.By drawing on advanced domestic experience,article will explore ways to improve the policy executive ability in Hohhot.
