Research On Fragmentization And Holistic Governance In The Course Of Implementation Of "Targeted Poverty Alleviation" Policy

The Fifth Plenary Session of the Eighteenth Communist Party Central Committee put forward that, in order to achieve poverty-relief task completely by 2020, solve the problems of regionally overall poverty and help the poverty-stricken areas get rid of poverty, policy of "take targeted measures to help people lift themselves out of poverty " should be implemented successfully. According to investigation, many piecemeal dilemmas exist in the course of implementation of the"take targeted measures to help people lift themselves out of poverty" policy,which need to be resolved immediately. Therefore, the research on the piecemeal dilemmas in the course of implementation of "take targeted measures to help people lift themselves out of poverty" policy has significant theoretical and practical implication.Based on the theory of holistic governance as the analysis tool, this paper systematically analyzes the piecemeal dilemmas existing in the course of implementation of the "take targeted measures to help people lift themselves out of poverty" policy by using the combination of normative and empirical analysis,general and case analysis. Then this paper put forward some meaningful and constructive solutions and suggestions.This paper includes six parts, namely "one introduction, four chapters and one conclusion".The introduction briefly introduces the research background and significance of this paper. It introduces the overseas and domestic research status from three perspectives of anti - poverty, fragmented government and policy implementation,defines three basic concepts of "take targeted measures to help people lift themselves out of poverty", policy implementation and piecemeal and introduces the research methods, framework, innovation and situation of G County in Henan Province briefly.The first chapter comprehensively introduces the theoretical tools of this paper,namely holistic governance theory. Based on the introduction of the holistic governance theory, this paper analyzes the applicability and effectiveness of the holistic governance theory on the piecemeal implementation of "take targeted measures to help people lift themselves out of poverty" policy.The second chapter introduces the questionnaire survey, the design and the implementation of interview survey, the quantitative analysis of the survey results and the sorting of interview records.Based on the questionnaire survey and interview data, the third chapter analyzes the fragmentation of the four aspects of precision identification, precision help,precision management and precision assessment in the process of implementing "take targeted measures to help people lift themselves out of poverty" policy under the guidance of holistic governance theory.Aimed at the piecemeal dilemmas in the implementation of "take targeted measures to help people lift themselves out of poverty" policy ,the forth chapter uses theory of holistic governance as analysis tool in combination with the multidisciplinary knowledge, discussing the corresponding strategy. It is mainly embodied in four aspects: establishing the whole goal, strengthening the resource integration, improving the coordination of procedures and strengthening the accountability mechanism.The conclusion described the shortcomings and future orientations of this study briefly.The innovative intent of this paper is mainly embodied in the following two aspects:1. Innovation in research toolHolistic governance theory is an effective academic research tool on the study of government management. It has attracted more and more attention in domestic academic areas at present. However, the domestic scholars rarely use the theory to study the implementation of the policy of poverty program. So this paper attempts to use holistic governance theory as the academic research tool to systematically study the piecemeal implementation of "take targeted measures to help people lift themselves out of poverty" policy, which contains significant innovative implication.2. Innovation in suggestionsBased on the theoretical essence of the holistic governance and combined with the information and data obtained from the questionnaire and the interview along with practical experience, this paper puts forward the suggestions on the problem of fragmentation in the implementation of the "take targeted measures to help people lift themselves out of poverty" policy from four aspects such as setting up the overall goal.These proposals are both distinctive and innovative with high application value.
