This thesis discusses and analyzes shirking behavior in a neutral sense.The long-term existence and continuous development of shirking behavior has its specific institutional environment.Through the observation based on Human Resources and Social Security Bureau in District W,we can find the existence of "the gap of the bureaucracy" and the initiative of actors are important reasons for shirking behavior.On the one hand,"the gap of the bureaucracy" refers to the unclear field between the bureaucratic organizations in which public officials are located and the strict rules and regulations of the bureaucracy that they are subject to.In this field,actors who have shirking beha,vior are not punished by the formal rules and regulations of the organization.The existence of "the gap of the bureaucracy" provides a stable institutional and environmental space for officials' long-term shirking behavior.On the other hand,actors under the bureaucracy are free.The behavior of actors is not fully defined because of "the gap of the bureaucracy".Therefore,each actor will calculate gains and losses that the action may bring in "the gap of the bureaucracy"and then select his owe action plan.Therefore,we need to constrain shirking behavior of public officials from the organization and actors.First of all,we should improve the effectiveness of institutional constraints by establishing an incentive mechanism for non-staff personnel and improving the incentive mechanism for permanent staff.At the same time,it is necessary to strengthen the personal qualities of actors by creating a good external environment and strengthening the ideological and moral construction of public officials.
