Research On The Administrative Accountability In A Government Of Incompetent Officials And Sluggish Bureaucracy

Nowadays,the problem in a government of incompetent officials of sluggish bureaucracy is very outstanding.This thesis explains and analyzes the concept and its concrete forms of this problem at first.After that,it describes and evaluates the current governance comprehensively and then finds out that the administrative accountability is a highly efficient way to solve the problem.On the one hand,its punitive and deterrent characters of the administrative accountability can prevent the problem of the incompetent officials and sluggish bureaucracy from getting worse and worse by showing its strength.On the other hand,a well-established system and its effective implementation of the administrative accountability play an important role in the comprehensive governance of the incompetent officials and sluggish bureaucracy.The outstanding problem in a government of incompetent officials of sluggish bureaucracy also deeply reflects that the current system of administrative accountability and its implementation exist many obstacles.Therefore,when we look for the ways to solve the problem thoroughly and comprehensively,it deserves us to research and discuss that how to implement the administrative accountability better and how to enhance its effectiveness better.The study analyzes the current state of the administrative accountability and its problems and reasons.The problems in the current implementation of the administrative accountability are mainly performed as follows: Individual accountability and variant accountability interact insufficiently;The implementation of the administrative accountability are not accurate;The effectiveness of the administrative accountability are not remarkable.The reasons that make the administrative accountability in trouble are as follows: The system of the administrative accountability is not perfect;The main body of the administrative accountability doesn't play a positive role;The objective body doesn't carry it out classified.The author analyzes this problem from four aspects and proposes some better ways to promote the implementation of the administrative accountability as follows:(1)Build a national administrative accountability system,cultivate the culture of the administrative accountability,make a system guarantee from the angles such as regulating the administrative power and responsibility list;(2)Strengthen the resultant force of the main accountable body by guaranteeing the variant accountability,supervising office department's responsibility,cooperating with related departments,tightening accountability assessment and so on;(3)Promote the classified implementation of the variant accountability based on the authority,the responsibility,the concrete issues and so on;(4)Guarantee the implementation accurately by expanding the channel of the clues,implementing the accountability strictly,emphasizing the details early and so on;(5)Guarantee the efficient of the accountability by disclosing the information,punishing the connection,paying a return visit and following it up.According to the study,under the background of the governance in a government of incompetent officials of sluggish bureaucracy,if we want to promote the administrative accountability,we need to develop the abilities of the basic administration,guarantee the implementation frequency of the administrative accountability and change the hierarchical structure of the current administrative accountability.With these efforts,we can ensure that the light punishment of the administrative accountability makes up a large proportion and lays a solid foundation of the administrative accountability.
