Research On The Administrative Accountability In Local Government Of Incompetent Officials And Sluggish Bureaucracy

At present,the "phenomenon of the incompetent officials and sluggish bureaucracy" exists in local government agencies at all levels which has shown a tendency to spread,corrupts the spiritual world of public officials,consumes social wealth,causes major losses to people's lives and property,reduces administrative efficiency,affects the credibility of the party and the government,and has seriously hampered the pace of China's deepening reforms.Therefore,it is imperative for local governments at all levels to work hard on Administrative Accountability.To a certain extent,the occurrence of the "phenomenon of the incompetent officials and sluggish bureaucracy" reflects that there are still many problems in China's current system of administrative accountability and practice.Administrative accountability is also a necessary path for the administration of the "phenomenon of the incompetent officials and sluggish bureaucracy".At the same time,through the administration of the "phenomenon of the incompetent officials and sluggish bureaucracy",we will enrich and improve our administrative accountability system gradually.This article can be broadly divided into two parts.The first part is a basic explanation of the concept and relationship of the "phenomenon of the incompetent officials and sluggish bureaucracy" and administrative accountability.The second part highlights the specific problems existing in the administrative accountability with respect to the "phenomenon of the incompetent officials and sluggish bureaucracy" carried out by our country's local governments,and tries to find out the deep causes of the problems,wherein,first,the culture of administrative accountability is lagging behind and new culture of accountability has not been nurtured;second,there is a lack of a unified legal basis for Incompetent Officials and Sluggish Bureaucracy;third,the supporting mechanism needs to be improved;and fourth,information disclosure needs to be strengthened.Finally,we put forward a set of effective long-term mechanism for the accountability of the "phenomenon of the incompetent officials and sluggish bureaucracy" based on the problems,causes,and our national conditions.Under the background of rooting out the "phenomenon of the incompetent officials and sluggish bureaucracy",deepening administrative accountability and promoting the effective implementation of administrative accountability cannot be successful overnight.It must depend on the joint efforts of the country,citizens,and society.Only in this way can we consolidate the foundation of our administrative accountability system.
