The Leagl Research On The Reform Of Customs Supervision And Service Measures In China Pilot Free Trade Zone

As “experimental plot” of reform,it is responsible in China Pilot Free Trade Zone(hereinafter referred to as the “PFTZ”) for accelerating the transformation of government functions, exploring management mode innovation, promoting trade and investment facilitation in the new period, so as to explore new ways and accumulate experience to deepen reform and opening up. It also has provided a broad space for the customs to effectively change the government functions, deepen the reform of the administrative system, and provide a new way of administration. It’s the Primary issues that how to grab the opportunity to comprehensively deepen customs reform, explore the transformation of management functions, and establish a new type of customs management mode to adapt to the development of the construction of the PFTZ, the formation of the reform can be replicated to promote the reform, and boost the establishment of a high level of open economy new system. Since September 2013, when the PFTZ has been established, Customs launched a total of 31 regulatory services innovation initiatives. This article is based on the implementation of the reform of customs supervision and service measures in the PFTZ, through the administrative legal observation. In the first part, the author demonstrates the reform of customs supervision and service measures, introduces the definition of the PFTZ, the function of customs, and compares it with the free trade zone, and analyze the necessity of the reform of the customs supervision service measures in the PFTZ.; In the second part, it expounds the reform of customs supervision service in PFTZ, and introduces the concrete measures and characteristics of the reform of customs supervision and service measures, and the practical effect of the practice. In the third part, It analyzes the problems existing in the reform of the customs supervision service measures in the PFTZ, and analyzes the causes of the problem; In the last part, it puts forward specific suggestions and suggestions to improve the customs supervision and service measures in the PFTZ.This article tries to seek the way to provide useful reference to the customs and other administrative organs in the transition development in the new period to effectively advance the reform of the administrative system, to build the construction of rule of law and service-oriented government.
