China And Russia Customs Legal Cooperation Research

Customs is an important organ for the state to manage international trade.The customs system includes a legal system at any historical stage,and the various systems involved in customs are adjusted by the legal system.With the deepening of economic globalization and regional economic integration,international customs legal cooperation has increasingly become the basis and important guarantee for trade.China has become the second largest economy in the world after the United States.Russia is a rising power in northern China and has good neighborliness and friendship with China.It is the only country with a comprehensive strategic partnership with China.Bilateral cooperation and participation in the cooperation between the Shanghai Cooperation Organization and the World Customs Committee and other regional or global cooperation mechanisms,but the current China and Russian customs cooperation system needs to be improved.In this context,it is necessary to study the customs cooperation between the two countries.This paper adopts historical research methods,comprehensive analysis methods,practical analysis methods,normative analysis methods and other research methods,mainly to study the customs legal cooperation between China and Russia,the connotation,basic principles,historical evolution and China and Russian customs cooperation of international customs legal cooperation.Based on the development of the company,it analyzes the necessity of customs and legal cooperation between China and Russia,and introduces the methods,forms and contents of China and Russian customs legal cooperation,and analyzes the main problems in the cooperation between China and Russia.To solve these questions,make some suggestions.This article consists of four parts.The first part,"Basic Theory of China and Russian Customs Legal Cooperation",introduces the connotation,development process and basic principles of international customs cooperation.On this basis,it introduces the historical evolution of China and Russia's customs development,and analyzes the significance of deepening customs cooperation between China and Russia.The second part,"The Way of China and Russian Customs Legal Cooperation",introduces the legal cooperation between China and Russia Customs from the three levels of the CentralGovernment of China and Russia,the Customs Administration of the Central Government of China and Russia,and the customs institutions of China and Russia.At the level of customs cooperation between the Chinese and Russian central governments,in addition to bilateral cooperation,regional and multilateral cooperation mechanisms are also important platforms for China and Russian customs cooperation.This section provides a brief introduction to the above-mentioned cooperation platforms and attempts to analyze the China and Russian customs cooperation approach.There are problems such as the low quality of customs officers,and suggestions for cultivating comprehensive customs personnel and increasing the establishment of free trade zones in the cooperation channels.The third part,"Forms of China and Russian Customs Legal Cooperation",divides the form of China and Russian customs cooperation into domestic law,bilateral,regional and universal,and introduces them separately.In accordance with the lack of relevant content in the domestic law and the obsolete content of bilateral cooperation agreements,it is proposed to increase the content of legal cooperation and refine the bilateral cooperation agreement in the domestic customs law.The fourth part,"Main Contents of China and Russian Customs Legal Cooperation",introduces the cooperation content of China and Russian Customs in the areas of anti-smuggling,tariff coordination,trade facilitation,protection of intellectual property rights and regulation of cross-border e-commerce,and proposes Suggestions for deepening cooperation in the functional field,and in the new cooperation field,to improve the legal status of the new subject in response to changes in regulatory legal relations.
