The construction of the village cadre team is the main body of the construction of the three rural work teams,and the quality of its construction is related to the village governance of the two villages.However,at present,as the economic boom of the migrant workers continues to heat up,the pace of rural migrant workers' labor force is getting faster and faster,and the problem of population hollowing out becomes more and more prominent.It has brought many new difficulties to the construction of cadres in deep poverty villages,and even led to the villages.The construction of the cadre team has shown a weak and ambiguous state,which has severely restricted the efficient construction of the village committees and committees,and has hindered the modernization of the village-level social governance system and governance capacity.Therefore,in the crucial period of decisive battle to build a well-off society in an all-round way,how to strengthen the construction of village cadres,especially the construction of village cadres in deep poverty villages,requires scholars to pay attention and discussion.The article is divided into five parts,the content is summarized as follows.The first part is about the background and significance,content and methods,research ideas,innovations and deficiencies of the macro-thesis writing,focusing on the domestic and foreign research results,and summarizing the core issues that need to be investigated and solved.Study the perspective on which this issue is based.The second part defines the core concepts involved,and summarizes three related theories in order to lay the theoretical foundation of the article writing,and find the theoretical footing and theory for problem analysis and dilemma analysis framework.The third part through the t investigation of four deep poverty villages in western Hubei,after in-depth analysis of the survey data,the article summarizes the dilemma of the construction of cadres in deep poverty villages,believes that the dual impact of poverty and population hollowing out Under the circumstance,the construction of cadres in deep the villa-ge cadres,the young village cadres and reserve talents can't stay,and the young and middle-aged no return and embedded village cadres It is not good to use,and the village cadres have acquired the lack of cultivation.The fourth part analyzes the mechanism of dilemma based on the dilemma faced by the construction of cadres.First,the weak accumulation and strong loss of human capital in deep poverty villages,the stagnation of human capital is severe,the lack of high-quality human capital leads to the selection of desirable village cadres;Second,the lack of overall incentives for village cadres,the design of incentive mechanism is unreasonable and the training mechanism is Incomplete,leading to deep poverty villages;Third,the multi-dimensional disadvantages of the poor poverty-stricken villages,It has become a huge thrust for young adults to flee the village,weakening their willingness to return to the village,and promoting the sustainable development of labor migration.Fourth,The goal of alienation of the embedded mechanism and the lack of coordination mechanism have increased the difficulty of the integration of embedded village cadres into the existing teams,which has affected the performance of their work,and then the dilemma of teams using poorly embedded cadres.The fifth part puts forward the innovative paths.The main focus is to broaden the selection channels for village cadres,innovate the talent cultivation model,activate the stock of endogenous talents in the village,strengthen the effective input of talents from outside sources,develop basic education and implement farmer training projects,and enrich the village committees;accelerate the implementation of rural revitalization strategy,develop characteristic agricultural industries in deep poverty villages,improve the agricultural socialization service system,enhance the willingness of young and middle-aged laborers to return to the countryside,and improve the multi-mechanism of incentives for village cadres to improve the retention rate of village cadres.
