On Villagers' Participation In Targeted Poverty Alleviation

Poverty has always been one of the world's three major problems.China has not only made remarkable economic achievements,but also accumulated rich experience in fighting poverty.In the process of improving people's living standards as a whole,the proportion of the population living in poverty and the absolute number of people living in poverty have been greatly reduced.It has not only become a real world anti-poverty country,but also made a great contribution to the global anti-poverty cause.With the scheduled date of building a moderately prosperous society in all respects approaching,poverty alleviation has entered a decisive stage.It is against this background that the party and government have put forward and implemented strategies,strategies and specific policies and measures for targeted poverty alleviation,so as to ensure victory in the battle against poverty and complete the building of a moderately prosperous society in all respects as scheduled.China has accumulated decades of experience in poverty alleviation and poverty alleviation.In line with the requirements of building a moderately prosperous society in an all-round way,China ensures that the poor population will be lifted out of poverty in the near future through targeted poverty alleviation,and that the remotest and poorest people will be able to grow rich and lead a decent and happy life through rural revitalization,so that all the people can fully feel the advantages of socialism.Through literature review and empirical research,this paper explores the origin,connotation and implementation effect of targeted poverty alleviation,especially the relationship between villagers' participation and the effect of targeted poverty alleviation.Targeted poverty alleviation is in the process of transformation from relief assistance to development assistance.It mainly USES industries,tourism,education and training to give full play to the potential or advantages of villagers,develop rural resources and develop rural economy.Development-oriented poverty reduction is the key to the villagers' participation,the villagers' participation not only depends on the government guidance,more important is its anti-poverty consciousness,actively voluntarily participate in the fight against poverty,on their own as the main body in the anti-poverty,banish poverty culture,and eliminate the "relyon to such as" thought,can stimulate endogenous power,under the combined with government support,improve the efficiency of poverty alleviation work,continue to poverty,eliminate the Chinese situation.Precision under the poverty alleviation and development in the whole country together so far has formed a relatively mature system,but the villagers to participate in poverty still exist some problems,for example,in the increasingly perfect mechanism for poverty alleviation,"elite capture" and "regional exclusive problem basically solved,the villagers themselves anti-poverty awareness is still weak,participation is low,participation ability is not strong,some villagers even because of the cultural level is too low and can't know or understand the related policy for poverty alleviation.Because the poverty alleviation policy mainly benefits the poor households with established credit CARDS,the poor without established credit CARDS feel that they have benefited less,which leads to psychological imbalance and even their resistance.From the perspective of villagers' participation,this paper aims to explore the current situation and problems of villagers' participation in the context of targeted poverty alleviation,propose the strategy of villagers' participation in targeted poverty alleviation,establish anti-poverty awareness,and stimulate endogenous dynamics,which are the key to improve the effect of targeted poverty alleviation.In addition to the introduction and conclusion,the main body is composed of four chapters.The first chapter is about the development history of poverty alleviation in China and the origin and main contents of targeted poverty alleviation policy.Chapter two discusses the necessity of villagers' participation in targeted poverty alleviation and the mechanism to encourage villagers' participation.The third chapter takes J town as an example,through the collation and analysis of research data,the specific ways,contents and effects of villagers' participation,and the collected data to analyze the constraints of villagers' participation in the town;the fourth chapter,the specific problems of villagers' participation in poverty alleviation,puts forward relevant countermeasures and suggestions.
