Existing Problems And Countermeasures In The Supervision Of The Chinese Herbal Medicine Production Enterprises

As the source of products,the quality of Chinese herbal medicine directly affects the health of the people.However,with the continuous development of society,the traditional regulatory doesn’t adapt to the current needs.Therefore,combining with the work experience of the author,this paper makes an in-depth discussion of the problems existing in the regulatory of Chinese herbal medicine production enterprises,so as to put forward practical countermeasures and promote the effective regulatory of Chinese herbal medicine production enterprises.This paper mainly combines information asymmetry,social governance and relevant stakeholder theory to introduce the current situation of the Chinese herbal medicine production enterprise supervision in County A of C city,discusses the existing the Chinese herbal medicine quality standards,the Chinese herbal medicine-related laws and regulations and the problems existing in the supervision team,and finds that there is a lack of unified and clear product standards in the current the Chinese herbal medicine quality standards.In the current the Chinese herbal medicine-related laws and regulations,there are a series of problems,such as lighter administrative punishment and imperfect recall measures.In the operation of the current regulatory agencies,there are a series of drawbacks such as attaching importance to food and light drugs due to institutional reform,being relatively passive in administrative law enforcement,lack of linkage between departments,and local protectionism caused by jurisdictional supervision.In the current supervision team,there are problems such as imperfect inspector management system and large staff mobility caused by institutional reform.There are four main reasons for the above problems.One is the particularity of the Chinese herbal medicine,which has genuine properties,and has many varieties of products and is easy to confuse.The manufacturing method is relatively simple.Second,the ability of the supervision department to solve practical difficulties for enterprises still needs to be improved.Faced with the difficulties,pressures and lack of professional talents encountered by enterprises in the process of transformation,the supervision department has not done enough in both management and service.Third,it is difficult for the grass-roots supervision team to meet the supervision requirements of the Chinese herbal medicine industry,and it is difficult to match the supervision needs in terms of professionalism,the number of supervision personnel,law enforcement equipment and technical means.The fourth is influenced by the "staggered" administrative system,which leads to the inclination of financial resources and the distribution of administrative resources as well as the existence of local protectionism.Given the above problems and the causes of the problems,this paper combines the actual situation of County A of C city,draws lessons from the advanced supervision experience at home and abroad,and puts forward six countermeasures.First,perfect the supervision system of the Chinese herbal medicine;The second is to strengthen the construction of the talent team of enterprises in the supervision department,introduce professional talents and build a full-time inspection team.The third is to strengthen the supervision and inspection of the Chinese herbal medicine and the linkage between departments.Fourth,innovate fast inspection and information supervision methods of the Chinese herbal medicine’s.The fifth is to improve the level of both management and service.The sixth is to build a diversified supervision system of common governance to ensure the quality and safety of the Chinese herbal medicine.
