The Research Of Metro Emergency Management

Urban subway is an important symbol of the modernization of urban transportation systems.The emergency management of urban subway emergency is the foundation and premise of urban subway's safe and reliable operating.China's urban subway is in the phase of high-speed development and large-scale construction,many cities' subway system have completely entered the networked operating era.Due to the city subway's high speed,high density,large amount of facilities and equipment,complicated technology,subway emergency such as operating accidents happened occasionally in recent years and possess its own characteristics.Within the limits of the relatively closed environment of the urban subway and the high gathering of passengers,the emergency disposal,personnel evacuation and rescue in the subway is difficult.Our nation's urban subway emergency management not only has its speciality,but also faces many new situations,new problems and new requirements.Based on Crisis Management Theory,Multi-sector Collaboration Theory and Risk Prevention Theory,this paper analyzes the status quo of subway emergency response in C city of S province by using Literature Research Method and Case Analysis Method.Firstly,it set forth the background and the significance of the subway emergency management research,summarizes the research status of subway emergency response at home and abroad,defines the basic concepts such as subway emergencies,emergencies,emergency management and public crisis theory,combine with the core theories such as multi-sector collaboration theory and risk prevention theory,and all of those lays a solid foundation for the analysis of C city's emergency response dilemmas and it's solutions.Secondly,it discusses the current situation of emergency management of subway accidents in C city of S province,and analyzes three typical cases of “4.21 arson incident”,“6.28 subway rainwater back-flow and the station was temporary closed incident”and“10.16 stabbing incident”,so as to have a comprehensive understanding of the current situation of emergency management of subway accidents in City C of S Province.Thirdly,combined with the current situation of emergency management of subway accidents in C city of S province,it dives deep the problems that existing in the emergency management of subway accidents in S city,including the loopholes in risk-prevention,incapability on on-the-spot disposition and site coping,and mishandled aftermath.Finally,in light of the problems that exits in the emergency management of subway emergency in the C city of S province,combined with the relative theory of emergency management,integrated theory with practice,this paper put forward the specific measures to improve the emergency management capability of the subway accident in C city of S province.By studying the current situation of emergency management of subway accidents in C city of S province,analyzing the problems that exists in the emergency management process and its countermeasures,this paper proposed that in order to improve the emergency management standard of subway accidents in C city of S province,we should establish a sound emergency management institutional framework,strengthen Multi-sector collaborations,improve operating managers' emergencies dealing ability,strengthen subway safety propaganda and education,enhance the general public safety awareness so as to protect themselves better in subway incidents.This paper not only can provides a guidance and reference for emergency management of subway incidents in C city of S province,but also can have certain reference values for the emergency management development to other cities.
