Research On The Governance Of NIMBY Conflict

With the rapid growth of urbanization,the size of urban population has increased substantially,we need more public products and better public service with the population increase.The government invested in the construction of a number of infrastructure facilities,such as hydropower facilities,transportation facilities and waste disposal facilities.These infrastructure bring benefits and convenience to the public,but it has negative effects on the residents around the facilities.The residents reject these facilities build in their periphery,and trigger a series of conflicts,like as sit-in petition,collective petition,congestion road and so on.At present,the government has the pressure of maintaining stability,in order to appease public emotion,will stop building the facilities,that will damage the public interest.How can the succession of the 'public good' and 'individual evil' NIMBY facilities be successfully landed?It can be the higher challenge for our government.Therefore,this paper study on the conflict generation logic and governance path has practical significance.This paper use three theories,including empowerment theory,three circles theory and cooperative governance theory.This paper is divided into six chapters.In the first chapter,introducing the background and significance of the topic.Based on the exiting studies,decide the study perspective and content.The second chapter defines related concepts such as NIMBY facilities and NIMBY conflict,and elaborates the related contents of the theory of empowerment,the three circle theory and the cooperative governance theory,which lays a theoretical foundation for the subsequent research.The third chapter sorted out the typical NIMBY conflicts that occurred in the past decade in China,and analyzed some of the unique social manifestations of conflicts that occurred in China.The forth chapter use the empowerment theory,analyze the conflict about the waste incineration plant in the Guangzhou City.Analyze how people use the media technology to reject the facility.The fifth chapter uses the three circle theory to analyze the reasons for the conflict.The dilemma is caused by government,people and the third party.The government's lack of public value,ability,and support is the main reason.The sixth chapter use the theory of the cooperative governance as a point,and proposes governance principles and specific governance path.The governance path including site selection stage,construction stage and operation stage.
