The Generation Mechanism Of Neighbor Avoidance Conflict And The Construction Of Governance Model

At present,China is in the process of globalization,marketization,urbanization and informatization of "four modernizations in common tense".The drastic social changes make the possibility of various social risks increase sharply.As a form of intense and concerned collective action,nimby conflict has become the normal state in China's urbanization process.Compared with western developed countries people "modest" from the Crusades,more adjacent to avoid fight behavior of people in our country is "irrational" and "destructive" confrontation,make some necessary type which is related to national economy and people's livelihood not only avoid facilities located the blockage,also to the economic and social development,building a harmonious society and local governance challenge.The essence behind the increasingly fierce nimby dilemma in China is the interactive game between stakeholders based on their interest demands.This article selects three of garbage disposal facilities is located adjacent to avoid conflicts,panyu garbage incineration power plant location in 2009,2014,hangzhou yuhang zhongtai incinerators events and 2017 changsha city solid waste dump build events,the three cases to a certain extent,reflects our country against all kinds of adjacent facilities located adjacent to avoid conflict avoidance has entered a "new normal".The author thinks that,to resolve to avoid trouble,should from the government,the project owner,public interest subjects,through the modern adjacent to avoid conflict management system,building conforms to the space adjacent facilities,avoidance of justice to expand democratic participation in the adjacent from the policy of the reconstruction from the governance paradigm,to achieve "adjacent suspension control" to "adjacent to avoid governance",so as to ultimately achieve the win-win situation of social development and environmental protection.This paper consists of four parts.The first chapter is the introduction,which briefly introduces the research background,significance and research status at home and abroad,and provides guidance for the research ideas.The second chapter defines the core concepts,differentiates and distinguishes a series of concepts related to "nimby",as well as governance and good governance theory,crisis management theory and policy process theory,and takes relevant public management theory as the analytical tool.The third chapter is case analysis,selection of three separate garbage disposal project example,the 2009 Panyu garbage incineration power plant siting,Hangzhou Yuhang Zhongtai incinerators in 2014 and 2017,Changsha,solid waste treatment plant building event,through the case summarized from the facility location characteristics,through to the adjacent suspension movement characteristics and avoid conflict evolution phase analysis,to reveal inner forming mechanism and effect of adjacent to avoid logical relationship.In chapter 4,specific countermeasures for the governance of nimby conflict are given from the perspective of different stakeholders of nimby conflict,so as to realize the governance model construction of nimby conflict.
