The Research On The Public Welfare Strategy Of Social Organizations Participating In Community Governance

As one of the main bodies of community governance,social organizations play an active role in improving community governance.However,the practice of social organization participation shows that social organizations still have problems such as low autonomy and weak cooperation with other governance subjects,which in turn affects the effectiveness of social organization participation.The public welfare strategy of social organizations participating in community governance means that in the transmission of community public welfare services,social organizations promote the interaction of multiple subjects through communication and cooperation,and integrate various resources around the organizational goals to serve the community residents and achieve good governance of the community.The implementation of the public welfare strategy can not only clarify the development direction of social organizations and enhance the capacity building of the organization,but also promote the participation of residents with public welfare and effectively promote community governance.The new public management theory and the theory of deliberative democracy have laid a theoretical foundation for the implementation of public welfare strategies by social organizations,and can derive effective participation in public welfare strategies from empowerment participation,pluralism cooperation,negotiation governance and community trust.Based on the practice of Hangzhou Dishui Commonweal Service Center participating in community governance,we can see the different public welfare strategies implemented by social organizations in the face of urban communities and rural communities.Through the analysis of social organizations' participation in practice,four public welfare strategies can be summarized,including:demand-oriented "precise"service delivery,project system participation,fostering volunteer teams,and constructing resident agency services.Comparing the practice of Hangzhou Dishui Commonweal Service Center in the urban community MLC community and the rural community XJC community,we can find that there are differences in the participation degree and the interaction mode between the government and the society in Hangzhou Dishui.Seeking common ground and seeking common ground,we have observed that social organizations have gained effective participation experience based on the transformation of social governance methods,reasonable policy system arrangements and residents' trust.Through the effective participation of social organizations in public welfare strategies,we can deconstruct the effective participation experience of social organizations,and analyze that there are still problems in the participation of social organizations,such as imperfect cooperation of multiple subjects,insufficient consultation and governance atmosphere,and poor participation of residents.To improve the public welfare strategy of social organizations participating in community governance,we can start from the aspects of building political and cooperative relations,cultivating the spirit of civic public welfare,and enhancing the participation ability of social organizations,in order to realize the self-development of social organizations and the sustainable management of the community.
