The Study Of Deliberative Democracy Optimization In Urban Community

As an effective way to integrate resources for community governance and to coordinate the multi-stakeholder interests of the community,deliberative democracy has its unique democratic governance advantages and theoretical research value.In recent years,it has received great attention from the government and society.With the promulgation of relevant documents such as “Opinions on Strengthening Consultation between Urban and Rural Communities” of the Central Committee of the Communist Party of China,community deliberative democracy is increasingly advancing from the theoretical research level to the practical operation level.Developing community deliberative democracy is an effective way to realize residents' self-government,build a harmonious socialist community,and improve grassroots democracy.At present,some new carriers and new models have emerged in the practice of community deliberative democracy throughout the country,forming a learning and promotion experience.However,as a new type of grassroots governance,community deliberative democracy still has some difficulties and limitations in its development.These problems are manifested in the shortcomings of consultation participants,consultation procedures,and consultation mechanisms.They arise from both institutional and social circumstances.This paper combines urban community governance with deliberative democracy.Taking Changning District in Shanghai as an example,the two cases of the “Three Meetings” system in Chengqiao No.2 Village Residential Area and “Gubei Citizens Chamber” in Ronghua Residential Area were studied.A questionnaire survey was conducted on the status quo of community consultation and democracy in Changning District.Through theoretical analysis,case analysis,data analysis and other dimensions,the thesis analyzes the problems existing in the process of community deliberative democracy and the causes of the problems.On this basis,according to the reality of China's cities,it proposes optimization measures for the development of urban community deliberative democracy,namely,perfecting the multi-subject participation in the governance structure,promoting the construction of a community deliberative democracy system,establishing a sound community consultation mechanism,and building a diversified community consultation platform.The paper is divided into five parts,the research contents are as follows:The first part is the introduction,which mainly introduces the research background and research significance of this paper,the research status of community governance and deliberative democracy at home and abroad,the research methods of the thesis,the innovations and shortcomings of the thesis.The second part expounds the core concepts and basic theories involved in the thesis.In this paper,it mainly deals with the definition of urban community,deliberative democracy and community deliberative democracy.At the same time,through the analysis of the theory of deliberative democracy and the theory of multi-center governance,it provides sufficient theoretical basis for the research of the thesis.The third part discusses the rising era background,practice form,function and effect of deliberative democracy in urban community.The fourth part takes Changning District in Shanghai as an example.It introduces the main practices of community deliberative democracy in ChangningDistrict.And,it analyzes the two cases of the “Three Meetings” system in Chengqiao No.2 Village Residential Area and the “Gubei Citizens Chamber” in Ronghua Residential Area.Through the combination of interviews and questionnaires,this paper studies the operation of community deliberative democracy in Changning District,and analyzes the problems existing in the operation of community deliberative democracy and the main causes of the problems.The fifth part is the optimized path of deliberative democracy in urban community.This part proposes optimization measures and countermeasures for the status quo and dilemma faced by community deliberative democracy practice.
