Research On Deliberative Democracy Of Contemporary Chinese Urban Community

As a new form of deliberative democracy,urban community deliberative democracy plays a positive role in promoting the development of community governance and grassroots mass autonomy in China.Community-deliberated democracy emphasizes the independent participation of community residents.While safeguarding the interests of the participating entities,it further strengthens the democratic self-government rights of community residents and enhances the enthusiasm of community residents to participate in community public affairs management.In recent years,various forms of practical explorations have been carried out on the deliberative democracy of urban communities in various parts of China,such as democratic symposiums,community councils,and online public forums.However,there are still many problems in the process of practical exploration,which need to be solved.This paper clarifies the basic connotation,main features and significance of urban community deliberative democracy,sorts out the development process and current situation of urban community deliberative democracy,and analyzes the main problems existing in the development of urban community deliberative democracy,and puts forward targeted issues.Suggestions on the development of urban community deliberative democracy in contemporary China.The development of urban community deliberative democracy helps to improve the legitimacy of community governance,protect the democratic rights of community residents,and resolve the contradictions among community subjects.The problems existing in the development of deliberative democracy in urban communities aremainly reflected in the imbalance of community power and ability,the low enthusiasm of community residents,and the lack of scientific and effective community decision-making.To develop urban community deliberative democracy,it is necessary to focus on clarifying the power responsibilities of the government and the community,promote the transformation of urban grassroots government functions,strengthen the capacity building of urban community neighborhood committees,and foster the development of community social organizations.Efforts will be made to promote the participation of community residents,foster community residents' participation awareness,enhance the participation of community residents,and promote the participation of vulnerable groups in the community.Efforts will be made to improve the scientific and effective decision-making,improve the negotiation mechanism,and construct a multi-channel participation platform.
