Research On The Implementation Of The Power List System Of Urban Management Law Enforcement Departments

The power list system is an important way for China to transform government functions and build a government under the rule of law and a service-oriented government.Accelerating the implementation of the power list is an inevitable choice for regulating the operation of administrative power and safeguarding citizens' rights.As an administrative subject closely related to the social life of the people,the urban management law enforcement department has the work dilemma of unclear law enforcement,fuzzy law enforcement authority,and law enforcement objects dissatisfied with the urban management law enforcement work.The implementation of the power list system of the urban management law enforcement department is of great significance to the urban management law enforcement department to improve administrative efficiency,optimize administrative services,and promote information disclosure.At the same time,it is also conducive to the establishment of a government of law and a service-oriented government.This paper uses the case analysis method to select the implementation of the power list system of urban management law enforcement departments in N City of Henan Province as the research object.First,because the urban management law enforcement department is a power department directly related to the vital interests of the people,its law enforcement activities are subject to society.The public's attention has always been the focus of social attention for many years.Second,because N City is a prefecture-level city under the jurisdiction of Henan Province,it has the largest population in the provincial cities of Henan Province,and the difficulty of urban management law enforcement is relatively large.Third,the implementation of the power list system of the N city management law enforcement department is the epitome of the implementation of the power list system for the important functional departments of the prefecture-level city government.The research object can reflect the implementation of the power list system of the municipal-level urban management law enforcement department.Based on the theoretical basis of the government's rule of law theory,this paper uses the methods of literature analysis and case analysis to sort out and summarize the basic situation and implementation results of the power list system of N city management law enforcement departments,and find out the power of urban management law enforcement departments.Common problems in the implementationof the inventory system,including the lack of enthusiasm of the implementation body,inconsistent list content,non-standard implementation procedures,insufficient public participation in the implementation process,and ineffective implementation results.In response to these problems,the causes of these problems are identified.This is mainly due to imperfect laws and top-level design standards,backward thinking and understanding,imperfect implementation procedures,lack of relevant supporting mechanisms,and lack of professional support for the government information platform.Therefore,the author advocates the further implementation of the power list system of urban management law enforcement departments from the following five aspects: improving the legal and top-level design standards,enhancing the enthusiasm of the implementation bodies,improving the implementation procedures,establishing and improving relevant supporting mechanisms,and strengthening the government information platform technology.support.
