Research On The Problems Of Local Government Information Disclosure In The Background Of "Internet +"

The Central Committee of the Communist Party of China and the State Council issued the "Implementation Outline for the Construction of the Rule of Law Government(2015-2020)" at the end of 2015.The document stated that "through unremitting efforts,by 2020,basic functions will be established,the powers and responsibilities will be legal,the law enforcement will be strict,and open and fair.The goal of building a clean,efficient,law-abiding and law-abiding government.The proper connotation of building a government under the rule of law is a "transparent government",which is also an inevitable requirement for realizing the modernization of China’s national governance capacity and governance system.However,government information disclosure is an important manifestation of building a"transparent government",and it is the establishment of a government under the rule of law and a transparent government.There is a sense that government information disclosure is an indispensable way to protect citizens’ right to know,improve government credibility,increase citizen participation,and achieve social equity.The"Internet +" thinking model provides a new perspective and path for local government information disclosure work,enabling government departments to realize interoperability and sharing of information,and to achieve cross-regional,cross-level and inter-departmental flow and integration,breaking information.Obstacles such as“island” and “digital divide” provide a powerful modern tool for the creation of a transparent government and lay a solid social foundation for building a government under the rule of law.In this paper,under the background of "Internet +" development,through the research and analysis of the current status of local government information disclosure,this paper focuses on the current difficulties and relative solutions of government information disclosure work.The article is divided into five chapters: Chapter 1Introduction.It mainly introduces the research background and research significance of this paper,the status quo of domestic and foreign research,theoretical tools and research methods,research ideas,and finally the innovation points and deficiencies ofthis paper.The second chapter defines the related concepts and the development process of local government information disclosure.The third chapter summarizes the status of local government information disclosure,including the achievements and existing problems.The fourth chapter probes into and analyzes the above-mentioned issues in depth,and draws the specific reasons for the problems,including five.Aspects: The government information disclosure is not well understood,the government information disclosure supervision and accountability system is imperfect,the information disclosure system and related legal system are not perfect,the website management technology is not high,the professional talents are lacking,and the government department is divided by the structure.The fifth chapter is the countermeasures and path analysis of the feasibility.This paper strengthens the awareness of government personnel,transforms the public’s ideological concepts,establishes and improves the information disclosure and punishment and supervision accountability mechanism,strengthens the top-level design,and improves the information disclosure law.Regulations,construction standardization,intensification,diversified open platforms,breaking departmental barriers,and realizing the sharing of information resources are discussed in five aspects,hoping to provide effective theoretical advice for local governments in China to disclose government information.And reference.
