With the development of the urban modernization,the problem of traffic congestion is becoming more and more serious,and traffic congestion control has become an important part of urban governance.Traffic congestion not only directly reduces the travel efficiency of residents but also has a great impact on the image of the city,therefore,local governments have taken a series of measures to deal with traffic congestion.However according to the latest survey results,traffic congestion in major cities has not been fundamentally solved,vehicles couldn't pass smoothly during rush hours in the morning and evening,traffic congestion even has spread and intensified.The inadequate effectiveness of traffic congestion control indicates that traffic congestion control is a complex and comprehensive problem,it is difficult to solve the congestion problem thoroughly through a certain department or a certain management mode,therefore,it is necessary to rethink the past traffic congestion management,rethink the urban traffic congestion problem from a new perspective,and propose possible improvement paths.Through sorting out the past relevant literature and theories from home and aboard,this paper summarizes the different stages of traffic congestion research and the causes and suggestions of traffic congestion proposed in the study,by collecting data,the characteristics and main causes of traffic congestion in China are put forward.In the case of government and market failure,governance theory proposes to solve the traditional authority crisis and resource shortage through multi-agent participation in public affairs,the field theory provides an analytical framework for discussing public governance issues.Therefore,on the basis of theory,this paper discusses the problem of urban traffic congestion from the perspective of governance field.It is mainly divided into three parts: the active subject in the field of governance,the structure of the field and the system of the field operation.The subject and its mutual position,the type of relationship between the subjects,the regulatory elements,the normative elements and the cultural-cognitive elements in the field of traffic governance are discussed in close combination with the reality.At the end of the article,the conclusion of this paper is summarized: First of all,the government has the power and resources to become the most important subject in the field,and it has authority in daily law enforcement and punishment.Secondly,there are a large number of motorvehicles,which are more reflected in passive management under clear rules and strong supervision.Thirdly,the relationship of collaboration and cooperation is conducive to the realization of governance objectives and public interests,and the conflicts among subjects originate from overlapping positions in the field.The governance concepts of consultative authority and multi-party participation affect the redistribution of capital among subjects in the field,thus resulting in the adjustment of positions among subjects.Fourth,regulatory elements,normative elements and cultural-cognitive elements are the basis for the interaction of subjects in the field.They complement each other and together provide institutional guarantee for the operation of the field.Finally,according to the conclusion,the countermeasures and suggestions for urban traffic congestion control are put forward from three aspects:subject,structure and system.
