Efficiency Evaluation Of Inner Mongolia Government's Purchase Of Pension Service Projects

At present,China's per capita life expectancy is significantly higher,the birth rate is lower than the mortality rate,and the problem of population aging is becoming more and more serious.The society is facing a heavy burden of old-age care.As early as 2004,Inner Mongolia has entered the stage of population aging.In response to the raging wave of“Silver Waves”,the relevant government departments of Inner Mongolia Autonomous Region have carried out targeted analysis and exploration based on the local economic level and conditions on the premise of drawing on solutions to relevant problems in developed regions at home and abroad.Resources and energy,the government's purchase of aged care services,a new supply model,is effectively implemented into the local pension service development process.The thesis focuses on the actual efficiency and supply model of the Inner Mongolia Autonomous Region Government's purchase of the aged care service project,analyzes a series of shortcomings and problems in this model and makes reasonable suggestions to provide decision-making reference for the autonomous regional government to better.Respond to the arrival of an aging society in Inner Mongolia.The thesis consists of three parts: the first part includes the first and second chapters.The main contents include the relevant background and theoretical basis of the government's purchase of aged care services.The second part includes the third and fourth chapters.The main content is the introduction of relevant legal documents to the Inner Mongolia government.The purchase content and other aspects were elaborated.On this basis,the input-output indicator system and model were designed and established,and the efficiency of purchasing the aged care service by the Inner Mongolia Autonomous Region government was evaluated.The third part includes the fifth and sixth chapters,mainly researching and analyzing the supply mode and path optimization of the Inner Mongolia government's purchase of aged care services.The study used the data envelopment model to analyze the efficiency of governmentpurchased pension services in conjunction with the civil affairs data of Inner Mongolia Autonomous Region.After three-stage DEA model research,it is found that the comprehensive efficiency,scale efficiency and pure technical efficiency of the Inner Mongolia Autonomous Region government's purchase of the aged care service project are different.The three years of 2014,2015 and 2018 are different in terms of changes in scale returns.The comprehensive efficiency decision-making unit is in a state of constant returns to scale,2016 is the state of increasing returns to scale,and the year of 2017 is the state of diminishing returns to scale.At the same time,the paper purchases the funds,system construction,process design,supervision and evaluation of the pension service project from the Inner Mongolia government.This paper analyzes the reasons for the differences in efficiency values in each year,and draws a series of conclusions such as narrow range of beneficiaries,low purchasing power,lack of standardization of the purchase process,and defects in the supervision system,and the possible reasons for this series of problems.Made analysis and elaboration.In addition,the paper introduces a series of successful cases in the United Kingdom,the United States,Japan and some economically developed regions in China,and summarizes their experiences.On this basis,the Inner Mongolia government optimizes the input-output structure of purchasing services and enhances the purchase of services.Efficiency gives reasonable advice and therefore has some practical significance.
