The United States played a leading role in the development of multilateralism and it and took the lead in guiding its foreign policy with the principles of multilateralism.Since its inception,multilateralism has become a widely used principle and method in the diplomatic practice of various countries.After Trump took office,the United States' multilateral foreign policy has undergone tremendous changes.Starting from this opportunity,this article combs and discusses the development and behavioral patterns of the US multilateral foreign policy,and then reviews the Trump administration's multilateral foreign policy.This paper uses text interpretation and data analysis to explore the inherent laws of US multilateral diplomacy and Trump administration's multilateral foreign policy.The US attitude toward multilateralism has always been swaying and hesitant.The specific manifestation of the attitude is that there is no consistent multilateral foreign policy in United States.Therefore,the Trump administration's contraction in multilateral foreign policy is not surprising.The US multilateral foreign policy has a strong interest-oriented character,and is deeply influenced by the background of the times and the current government.The Trump administration's multilateral foreign policy cannot be separated from the domestic and international background of its the consistent motives and characteristics of the United States.The multilateral foreign policy is also an important part of the Trump administration's overall foreign policy,and it is deeply imprinted with the "Trump" brand.Which cannot be ignored as well is that Congress,interest groups,news media and think tanks have played a role in the process of multilateral foreign policy choices.This article argues that Trump does not trust the principle of multilateralism,but he does not reject the multilateral form.Whether it is in line with domestic interests is the primary criterion in the Trump administration's multilateral foreign policy choice.This article selects the relationship between the United States and UNESCO,WTO as two cases to analyze and verify,in order to provide a new perspective and reference for the Trump administration's policy research.
