In terms of the Diaoyu islands dispute and the Huangyan island dispute, the United States promised to maintain neutrality, but it supported Japan more and only gave the Philippines lim ited support in actual actions. This paper believes that there are mainly four reasons as follows.First of all,the United States has different commitments to Japan and the Philippines.Although Diaoyu islands is not included in the Treaty of Mutual Cooperation and Security Between Japan and Unites States, the US government has gradually incorporated Diaoyu islands into the US-Japan security system through other treaties and government statements, while Huangyan island is not within the scope of the Mutual Defense Treaty Between the United States and the Republic of the Philippines.Secondly, for maintaining American national interests in the western Pacific region. This paper argues that the United States has the following four national interests in this region:to maintain the peace and stability of the Western Pacific region,to stabilize the relationship between the US and its allies,to safeguard the national reputation of the US and to avoid falling into the alliance dilemma and to establish positive bilateral relations with China.Thirdly, the United States pursues a balance of power policy in the Western Pacific region,in which Japan plays an more important role. Finally,American attitudes are influenced by the ASEAN ways.
