Using Big Data To Improve The Efficiency Of Public Crisis Management In County-Level Government

Big data is changing the world now,the arrival of the big data era has brought new opportunities and challenges for the reform of China's public crisis management system.How to improve the administrative effectiveness of public crisis management by collecting and analyzing data effectively,including improving efficiency,saving costs and reducing losses,is an important issue facing the current public crisis management in China.This article taking Ouhai District,Wenzhou City as an example,analyzes the operational status of its public crisis management,explains its problems and causes and proposes some feasible solutions,which will provide a certain reference value in using big data to improve the efficiency of public crisis management in China government,especially the county-level government.This article is divided into six parts.The first chapter describes the research status at home and abroad as well as the significance,purpose,ideas and methods,innovation and inadequacy of the thesis research;The second chapter clarifies related concepts such as big data,administrative effectiveness,public crisis,public crisis management,lists related theories such as stage analysis theory,focus event theory and bureaucratic leadership effectiveness theory which will provide theoretical support for later articles.The third chapter introduces the application of big data in three different stages of public crisis management including before,during and after the event,and six specific forms of its application.The fourth chapter discusses the operation status of public crisis management in Ouhai District,lists specific practices and results,at the same time,conducts a survey on public opinion of public crisis management in Ouhai District,and analyzes survey results;The fifth chapter analyzes the main problems in the management of public crisis in Ouhai District,such as backward data analysis technology,insufficient government investment,the imperfect of operating mechanisms,privacy violation,etc,and then analyzes the deep reasons;The sixth chapter puts forward suggestions and countermeasures for using big data to improve the effectiveness of county-level government public crisis management,including changing traditional concepts,developing big data thinking,increasing government investment,strengthening emergency protection,breaking the authority setting,building big data emergency management platform of grassroots government,creating a shared database,improving the information disclosure system,etc.
