Research On The Legislative Issues Of Government Public Crisis Management

Crisis management,a public management problem as which any society must treat seriously.The essence is how to properly deal with the relationship of the rights and obligations among the state,society and individuals in the public crisis.As an important function of modern government,public crisis management,especially as the meaning of the modernization of national governance capacity and governance system,is an unavoidable reality for the government to face and deal with public crisis.Based on the new public management theory and the new public service theory,this paper first discusses the social necessity of legislation for public crisis management,and the following two moral values:Utilitarianism and respect for human rights.Secondly,analysis of the history of the legislation of government public crisis management in China and the current situation and existing problems,In the meantime,the system investigate and introduces the theory and practice of the legislation of crisis management in western countries.On this basis,finally expounds the basic administrative principle of legislation of China's public crisis management the government should adhere to,and put forward countermeasures and suggestions from setting up the correct idea,perfecting system to strengthening information disclosure and refining management authority to further improving the legislation of government crisis management.
