Research On Risk Prevention And Control Of Public Emergencies In Shanghai Under The Background Of Big Data

As a mega-city, Shanghai must perform the functions of the city, when being faced with continuous and rapid growth of population size, big population density, insufficient resource carrying capacity and other contradictory issues, all of which have raised new challenges for urban management capacity and "Green China "construction work of Shanghai.However, the traditional emergency risk management models are mostly based on empirical thinking mode, and cannot meet the needs of the development of Shanghai, which is a megacity. As information technology matures, mankind has entered a data-centric era. People use big data technology to dig out the correlation value between the data, and make scientific decision and analysis, predict the likelihood of occurrence of a sort of events, which changes the method relying on experience or specialists in the past. In this context, it is important and practical to improve our emergency public safety risk prevention and control mode, use big data technology to further enhance the early warning and monitoring of inducement of various unexpected public safe events, and improve urban public safety management ability and level.This paper takes Shanghai as an example, uses field investigation method, literature analysis method, comparative analysis method and other methods, regards unexpected public safe event risk prevention and control as core, starts with public security, emergency management, crisis management, risk management, big data and other basic conceptions, introduces the current situations of Shanghai in unexpected public safe event risk prevention and control work by risk management, three laws of unexpected public safe events, correlation theory introduction of crisis management and the relations of risk prevention and control and big data, analyzes its existing problems and causes, points out the shortcomings, and enumerates specific mode of operation abroad. Aiming at the summarized issues, this paper enumerates the cases in China which use big data technology to do emergency risk prevention and control, and discusses how to use big data technology to promote urban public security risk prevention and control ability and seek a way for the further development of emergency management.
