Study Of Urban Governance

Urban administration has many special characters different from traditional management based on the Meso-economy between Macro-economy and Micro-economy. Professor Rao huilin proposed the point of Five functions of urban administration of Guidance, Norm, Governance, Service and Operation. This thesis is a further research on the issue of the urban governance function.Based on the comparison between Western countries' theory and practice and Chinese ones in urban governance, this thesis makes a further study on urban economic system, social and environment system which proposes the point of urban governance network model, the urban directorate and the principle of urban governance of guide and control based on the self-organizing mechanism.The thesis consists of seven chapters, and its basic frame is as follows:Chapter One proposes the point that integration is the most obvions feature and the core part urban governance. And the Five function of urban management of Guidance, Norm, Governance, Service and Operation reflects the trends of Chinese Reform.Chapter Two discusses the self-organizing mechanism of urban development, which is the guidance of urban governance. And the inverse U curve of the difference between two S curve, which represents the developed city and developing city, should be the urban governance criterion based on the S curve of urbanization endowed economic meaning.Chapter Three proposes the principle of urban governance of Guide and Control based on the comparison of Western countries' urban governance experiences and Chinese traditional theory of Tai-Chi. And the urban governance network model is proposed, which is a dynamic net controlled activities based on the urban development strategy.Chapter Four focuses on the urban directorate based on the comparison ofWestern countries' urban governance framework and urban meso-character in the open China. And the learning urban governance framework which is the main body of urban governance should be built based on the mechanism of coordination games.Chapter Five, Six and Seven are the application of urban governance in the fields of urban economy, urban environment and urban society.Chapter Five is the application in urban economy system, which emphasizes the urban structure benefit. It proposes the point that the Chinese urban governance emphases lies in the field of Urban infrastructure in a long time, which has a great accelerating effect in urban development.Chapter Six is the application in urban environment system based on the analysis of urban environment character. The point of building an ecological park, instead of an ecological city is proposed in urban environment governance. And the case of Establishment of ISO 14001 Environmental Management Systems of Dalian Technical and Economic Development Zone has also been introducedChapter Seven is the application in urban society system based on the analysis of Chinese urban social problems' characters. The point of integration of morals and laws in overall governing in urban public security has been proposed, which could prevent the citizen from committing a crime by building the learning community.
