A Research On The Construction Of Community Governance Community For Dynamic Demolition And Resettlement In Large Cities

With the deepening of China’s urbanization process,the expansion of urban space in the urban-rural junction of large cities and the large amount of rural land has been requisitioned,and a large number of mobile demolition and resettlement communities have begun to emerge for the purpose of relocating villagers in the urban-rural junction.As a product of the urbanization process,this kind of community is a type of transitional community formed after the implementation of the "village removal and cohabitation" and "new village construction"policies for villages under the leadership of the government.The dual urban-rural attributes of mobile demolition and resettlement communities make it difficult for residents to establish a sense of self-identity and a sense of community identity.Unfamiliar relationships between residents lead to a decrease in mutual trust and difficulty in generating community cohesion;The conflict between urban norms and residents’ long-established living habits has increased the difficulty of community governance,which has formed community dilemmas such as"weakening emotions","weak public awareness",and "loose relationships".In this context,exploring the construction of community governance communities for demolition and resettlement in large cities is conducive to enhancing the interaction of community residents,rebuilding community relations,building community networks,and laying the foundation for good community governance and building a better community life.This paper takes the Haixin Community in Shanghai as an example to study the construction of a community governance community for demolition and resettlement.The community has a clean and beautiful appearance,orderly governance,and close relationships with residents,and the whole community presents the appearance of a community governance community full of temperature.Qualitative research methods are adopted,the analytical framework of"space-organization-life" is proposed based on the theory of space production,and the construction path of the community governance of the demolition and resettlement community is explored based on the case of the Haixin community in Shanghai.The study finds that the construction of the resettlement community governance community is mainly carried out from three levels:the first is the transformation of community space,there are mainly two kinds of public space within the community,the space planned and established by the government and the space spontaneously established by residents,the space built by the government can meet the basic living needs of residents,and the space spontaneously established by residents can meet the personalized needs of residents.In the game of"government-residents",the integration of space and the integration of government decision-making and residents’ interests are gradually achieved.The second is the guiding role of the organization on the social relationship network,forming a multi-layer community relationship network under the connection between community autonomous organizations and community volunteer organizations and residents,promoting the establishment of a relationship network between residents within the community and the orderly life of residents,and driving community residents to participate in community life.Finally,the interaction and emotional connection of residents’ lives,the community is the field of residents’ lives,so the construction of community governance community is closely related to residents’ lives,of which emotions are the core of community governance communities,and residents generate emotional connections through various activities in daily life to enhance community cohesion.Based on the theory of space production and taking this community in Shanghai as an example,this paper explores how it is possible to build a community of governance in large cities:space,organization and life.In 2022,when I walked into the community,I found that its environment is beautiful,the roads are clean,the governance is orderly,and the community activities are rich,and I learned that it is a mobile demolition and resettlement community.After digging deeper,I learned that this community has gone through the process of transforming from a "problem community" in 2007 to a civilized community in Shanghai in 2020.The vibrant,harmonious and friendly atmosphere of the whole community has led the author to think:how to carry out community governance and form community integration in a community with diverse personnel composition,complex social relations and difficult governance.Based on this,this study explores the complex relationship between community space,community organization and community life by showing the whole process of community governance in communities,and further analyzes the construction process and causes of community governance.The study finds that the construction of the community governance community for mobile demolition and resettlement is mainly carried out from three levels:the first is the transformation of community argues that the construction process of the community governance community of mobile demolition and resettlement is the result of multi-subject co-governance,and the results are also multi-level,including the consensus formed in the game between government decision-making and residents’ interests at the spatial level,the continuous integration and expansion of the community relationship network at the organizational level under the guidance of the organization,and the deepening of the emotional connection at the life level to produce a sense of closeness and identity,and the three influence each other to jointly build a community of community governance.
