Research On The Path Of "Four Communities Linkage" In The Social Governance Of Returning Communities

In the process of the rapid advancement of urbanization,migratory communities have emerged.Although the returned-community of "city and country" is in the city,the residents still have not completely got rid of the logic of local behavior.The spiritual and psychological aspects of land-lost farmers fail to keep pace with the evolution of living space,which leads to the weak awareness of returning community residents to participate in community governance,and community governance faces many difficulties.On that basis,Shandong Province has innovated and developed the mode of "linkage of four societies",which has achieved preliminary results.This paper takes J community in Jining City as an example,finds out the problems and causes through the author’s field research,proposes solutions,and promotes the role of the "linkage of the four communities" model.Literature review and field research have found that the governance transformation of China’s returned-migration communities is faced with many difficulties,including: the low willingness of community residents to participate,the single governance subject,and the imperfect development of community organizations.Based on the "linkage of four societies" model led by the party building,J community can not only be pragmatic and innovative,but also build an effective governance system.This paper consists of four parts: The first part elaborates the research background and significance of this paper,determines the core concept of the paper on the basis of integrating domestic and foreign literature,and presents the theoretical basis.The second chapter describes the basic situation of the J community in the field research site,especially summarizes the specific difficulties faced by the governance of the community.It is precisely because of the rigid community organization structure,single governance subject,disordered management and limited development of social organizations that community development meets bottlenecks.The third chapter is to combine the actual situation of the community,according to local conditions to analyze the causes of the problems.Due to the "people-made policy" in community governance,the lack of professional talents in community management,community supervision does not play a role,there is a cultural gap between urban and rural areas,lack of economic government support and other reasons,J community has fallen into a comprehensive governance dilemma.The fourth chapter introduces the community governance model of "linkage of four societies",forms a collaborative governance force and improves the level of community governance.Community development is a dynamic process,in which the "linkage of the four societies" gradually permeates,exerting an impact on the overall construction of the community,the level of community governance and the daily life of the residents.The mechanism of "linkage of the four societies" is a new attempt.The reason why it can take root in the whole province is that this working mechanism plays a full role in the process of community governance,improves community cohesion,and makes the process of community governance more humane,intelligent and scientific.The research results of this paper can moderately broaden the governance of the local returned-relocation areas,which is conducive to the development and construction of harmonious communities.
