A Research On Promotion Path Of Sanming's Government Effectiveness Construction

Under the background of deepening the reform of administrative system,the government administration is changed from the control type to the service type,and the importance and necessity of government effectiveness construction are highlighted.The paper aims to research the promotion path of government effectiveness under the new situation and new background.By selecting Sanming as an research object,the paper makes a comparative analysis of Sanming's government effectiveness construction at the present stage by means of field investigation method,inductive comparison method and case analysis method.As conclusion,the short board that affects Sanming's government effectiveness lies in the following aspects.First of all,the internal development of economy is insufficient,leading to the lag of important economic indicators.Secondly,the lack of financial input in culture and education which results in little effectiveness in improving people's livelihood.Last but not the least,the quality of government administrative service is not high,which leads to poor living environment and poor business environment.Of course,there are some internal factors of government effectiveness construction such as unperfect effectiveness organization system,unclear positioning of effectiveness function,unsound mechanism of effectiveness system and unscientific performance appraisal system.At the end,some suggestions are put forward.It's necessary to improve the efficiency organization system,define the function position of effectiveness,improve the efficiency mechanism,optimize the performance appraisal system and construct the government efficiency construction system.
