At present,the development of our country is in a period of transformation.The promotion of civil servants has aroused concern from all walks of life.The grass-roots civil servants,as the most important part of the civil service,are facing a series of problems,namely promotion space,salary and so on.However,for a long time,the application of the promotion of civil servants in our country is measured by the standard of duty,which is usually mentioned as "monorail system".This system can show its advantage in some certain circumstances,but the shortcomings is the promotion of post offices only in accordance with their position,which limits the development of county-level civil servants.The low county-level civil servants wages and the far less allowance than the high-level leaders both makes the poor treatment to grass-roots civil servants.Therefore,it was essential to establish a parallel system of grade levels.As a pilot project of reform of grass-roots civil service system,YX county of Zhangzhou city in Fujian Province began to pilot the parallel system of duty and rank in 2015.In recent years,this reform has made some achievements,but there are some problems existed as well.Therefore,it is of great practical significance to choose the YX County as a reference to discuss incentive problems of this parallel system.This paper studies from six aspects.Firstly,it introduces the background and significance of the research,summarizes the related literature,and also introduces the research methods of the paper.The second part is about the basic concept of parallel position,rank system and the related theory.The third part is,as YX County an example,using questionnaire survey to collect the information about the implementation of this parallel system,using related theory to analysis data,and putting forward some problems which came out when implement this parallel system in YX county.In the fourth part,based on the local finance,administrative culture,evaluation system,supervision system to explain the reasons of these problems then discuss solutions.The fifth part is the analysis and discussion for those questions posted in the second and third part,and put forward an incentive mechanism,named "four in one",to complete the grass-roots civil servants parallel position and rank system.By incentive from this guarantee mechanism,stimulate the grass-roots civil servants senses of belonging and creativity,improve their work enthusiasm and work efficiency.The last part is the summary of this thesis,analyzes and discusses problems mentioned in this paper and ways and directions of the improvement.
