As a main part in the whole civil servants in China, grassroots civil servants is also the mainstream of grassroots administrative human resoures. Facing and serving grassroots masses directly, grassroots civil servants make great contribution to China’s economic and social construction. Their career development and management play a very important role in the development of local politics, economy and society. After the civil servant management system being put into effect, it has played a positive role. However, with the development, there are still some problems in the management of grass-roots civil servants, such as having less sense of self-worth, easy to be job burnout, being limited in promotion, resignation of the grassroots position, being insufficient in public service motivation, being squeezing to leadership positions and incentive measures being not maximumly carried out. At present, it makes profound significance to explore the promotion and career development of grassroots civil servant under under the parallel of position and rank system, which promotes the management and constrcution of grassroots civil servant further. It is conducive to fully mobilize the enthusiasm of grass-roots civil servants and the realization of the goal of government and organization.Basing on the theory of civil and foreign civil servants career development and public sector human resource management, this paper has organized and analyzed the relevant policies, laws and regulations of grassroots civil servants promotion and career development in China. It takes the four towns’ civil servants respectively in underdeveloped east Guangdong Province,underdeveloped west Guangdong Province, developed Guangzhou and Pearl River Area as its research object by the method of Questionnaire and interview. It has analyzed of the history and current situation, existing problems and reasons of the promotion and career development of township civil servants. It puts forward to improve the current system and explores the countermeasures of grass-roots civil servants promotion and career development under the parallel of position and rank system. This paper contends to construct double-ladder system to explore pay and walfare system of position linking to rank, improve the performance appraisal system and financial support measures, and strengthen the communication and guidance of the organization and personnel department. It is helpful to grasp the principle and the step of their career development, achieve the perfect combination of organization goals and personal objectives,strengthen grass-roots civil servants’ organization’s identity and sense of belonging, reduce the rate of resignation, enhance the combat effectiveness of the team and promote the organization’srole to grass-roots civil servants promotion and career development. On the other hand, grassroots civil servant should understand organization’s spirits of promotion and career development system.Seeking truth from facts, acting according to ability, exploring potential, and striving to win-win effect, grassroots civil servants realize the goal of career development, make decisions scientifically and modify it when necessary. Exploring the suitable path for promotion and career development, they realize the value of life in the process of serving the country and contributing to the society, and make their contribution to China’s economic and social development.
