The parallel system of post and rank aims to eliminate job-burnout resulted from the wearisome promotion-gradient management mode in mono track system for civil servants via opening up rank-based promotion channels in addition to the post-based ones.Pilot projects have been launched in agencies of county level and below since 2015.It has shown great effects on strengthening team stability,expanding promotion space,raising salary and therefore have been an important move to innovate the management system according to the developing law of career growth for civil servants.With its gradual advance,the 25 th session of the 12 th National People's Congress Standing Committee decided to implement the parallel system of post and rank as well as the rank-based treatment system on December 25,2016.It also authorized the State Council to execute in Tianjin municipal authorities and branches of Heping District and Xiqing District.As one of the pilot agencies,Tianjin Traffic Management Bureau gains relevant reform dividend with a direct proof of increasing salary.By analyzing the pilot project in Tianjin Traffic Management Bureau from the aspects of concept,origin and implementation reasons,we demonstrate advantages and challenges of the parallel system of post and rank.Main problems are summarized for the implementation process.Complementary policy suggestions are made for further implementation from the aspects of keeping the system stable,achieving institutional fairness and optimizing the incentive system.
