Study On The Path Of "Internet+" And Law-based Government Construction

With the continuous progress of science and technology,the Internet scientific and technological revolution has driven the innovation and development in various fields of economy and society.It has become a global trend and entered the era of "Internet plus".At the same time,it also poses new challenges and opportunities for the construction of a government ruled by law.The relationship between the Internet and the government under the rule of law does not simply focus on the government's use of the Internet as a tool to build the rule of law."Internet plus" and "Internet plus" have different meanings.Although there are similarities among countries in the world such as the civil law system and the Anglo-American law system,there are also differences in the construction paths of the government under the rule of law.In the era of "Internet plus" in China,how to build a law-based government and how to build an "Internet plus" law-based government is worth exploring.This paper focuses on the proposition of "Internet plus" the construction path of government under the rule of law,Using historical analysis method,comparative analysis method and so on.First,This paper summarizes the concept and practice of the construction of the rule of law government in Western countries,and systematically combs the transformation and development process of the concept of the construction of the rule of law government in China,through to the western and Chinese government under the rule of law construction path for consideration is more widely accepted standard of rule of law government construction,namely for the current government under the rule of law construction in China ought to be standard.Secondly,this paper defines the connotation and characteristics of the "Internet +" era,obtains a relatively clear cognition,analyzes the difficulties encountered in the construction of law-based government in the "Internet +" era,and grasps its changes and influences on the current construction of law-based government in China.Finally,the paper draws the conclusion that "Internet +" is the path of building a government under the rule of law through combining the construction standards of the government under the rule of law and in-depth analysis of the influence of "Internet +" on the construction of a government under the rule of law.The article is divided into five parts.The first part is the introduction,including the reasons for writing,the framework of the paper,the innovation of the paper and domestic and foreign views.The second part is the era connotation of "Internet +" government under the rule of law.Firstly,"Internet +" is defined,including the concept and characteristics of "Internet +".Then,it points out the difference between "Internet +" and "Internet +",and compares e-government,"Internet +" government and "Internet +" law-based government.Finally through to the western countries in typical continental law system and Anglo-American law system countries,the United Kingdom,the United States,France,Germany's government under the rule of law and the development of the concept of practice and comparison and evaluation,and summary analysis of the Chinese government under the rule of law idea change,the concept of legal system in the feudal period until after the founding of the people from "legal system" to "rule of law" concept of change,to reach consensus is widely accepted in theory of limited government,transparent government,responsible government under the rule of law government standards.We should have a profound understanding of "Internet plus" government under the rule of law.The third part is the transformation of law-based government in the context of "Internet +" and the changes and influences brought by "Internet +" to the construction of law-based government."Internet +" has had a huge impact on the economy and people's social life.This way of thinking is also applicable to the construction of a government under the rule of law.In the era of "Internet +",the government no longer only USES the Internet as a tool for social service governance."Internet plus" has transformed the concept of law-based government,remodeled the power relationship of law-based government,reformed the organizational structure of law-based government,and changed the operation mode of law-based government.The fourth part is the conception of the construction path of "Internet +" law-based government.Through the content of the first few chapters,the understanding of "Internet +" and the analysis and evaluation of the construction path of the rule of law government in western countries,as well as the construction path of the transformation of the concept in the construction process of the rule of law government in China,the construction standard of the rule of law government is summarized,and the construction path of the "Internet +" rule of law government in China's contemporary society is concluded.We will use Internet technologies to promote reform of the administrative law enforcement system.We will improve the decision-making and regulatory mechanisms in accordance with the law.We will use Internet platforms to make administration more open and transparent.
