A Study On The Architecture And Realization Path Of "Internet + Government Service"

With the constant development and application of technologies such as the cloud computing,bit data and mobile internet,the concept of “Internet+” has been widely applied in all sectors of the society.The proposal of “Internet + Government Service” is exactly the specific reflection of “Internet+” in the field of government services,which indicates that Chinese e-government has step into a new stage of development.Besides,“Internet + Government Service” has become the national strategy,as the common understanding for all regions and departments to promote the development of government services.At present,though the practice of “Internet + Government Service” has been actively explored by all regions and departments,the government services to the public still have various problems,including the non-standard contents,inconvenient services,non-interoperable platforms and non-sharing data.Therefore,it is of critical importance to construct the integrated system of “Internet + Government Service”.This paper focuses on the system construction of “Internet + Government Service”.First of all,by sorting out and determining the concepts of “Internet Plus” and government services,the concept of “Internet + Government Service” is then defined;meanwhile,the brief introduction and explanation were made to the development and connotation of theories of the new public service,service-oriented government and customer relationship management.Secondly,a specific analysis was made on the theoretical connotation of “Internet + Government Service” system from the perspectives of theories of the new public service,service-oriented government and customer relationship management and “Internet+”.Thirdly,the practice analysis was made on “Internet + Government Service” from the angles of policies and practice,and conclude the experiences and shortages in the practice of “Internet + Government Service”.Afterwards,it explained the foundation to build the system of “Internet + Government Service” from aspects of politics,economy,society and technology.Considering the mentioned theories and practice analysis,the core elements of such system were concluded and thus the basic framework of such system was constructed.Finally,based on the analysis and contents above,the implementation path of such system was proposed.Therefore,this paper argues that “Internet + Government Service” system should be centered on the public and oriented on the public demands,namely establishing the internet thoughts of users,integration,platform and openness,strengthening the institutional guarantee and technological support and adopting the online-offline integration to promote the construction of integrated “Internet + Government Service” system.Furthermore,the construction of “Internet + Government Service” system should be boosted from aspects of consolidating the support foundation,promoting the data opening and sharing,integrating and upgrading the platform and channels and optimizing and recreating government services.
