Research On The Factors Affecting The Level Of Beijing Government's Purchase Public Service

With the acceleration of the transformation of the government's functions,the government departments,which used to serve as the sole provider of public services,have been unable to bear the arduous task of expanding the demand for public service and the dissimilation of demand.The efficiency and quality of public services have declined,and more importantly,it has caused a lot of financial outlay.Fees have resulted in a lot of redundancy and overstaffing.The satisfaction of the masses to the government's public services has not been significantly improved.In view of this phenomenon,the Central Committee of the Communist Party of China,after the 5 years of the the third Plenary Session of the 18 th CPC Central Committee to nineteen big convening,has taken the government to the social organization and the market to buy public services as an important hand in deepening the reform of the government's functions.Many useful attempts have been made to promote the government's purchase of public services,and many valuable lessons have been obtained.But at the same time,some problems that restrict the government purchase of public service are also found,such as the lack of marketization,the government's lack of public service independence,the lack of clear demand,and the weakening of competition.Based on the above problems and the necessity of the research,the author takes the relevant panel data of Beijing government procurement public service as the statistical analysis data,and takes the proportion of the government's external purchase expenditure to total consumption expenditure and the total two variables of the government's external purchase expenditure as the dependent variable,which will make the per capita GDP,the market level,the per capita savings rate and the local government.Financial capability,government purchase of public service independence,demand clarity,market competition,and the interaction of fiscal decentralization and economic growth as independent variables,analyze the influence of these factors on the government purchase of public service level.The results show that per capita GDP,market level,local government financial ability,government purchase of public service independence,demand clarity,market competition can all have a positive effect on the level of purchasing public service;and the role of per capita savings rate is negative;it is worth noting that the results of empirical test.It is found that fiscal decentralization as a moderator variable of economic growth and government purchase of public services is also negative.According to the results of the empirical analysis,this study proposes to accelerate the pace of local economic development,expand the proportion of fiscal expenditure to the government to purchase public services,pay more attention to support the development of public service in the local market,further optimize the system mechanism for the government to purchase public services,and further improve the fiscal decentralization system.
