Study On The Satisfaction And Influencing Factors Of Government's Purchase Of Home Care Service

Under the background of aging,the demand for old-age care in our country has been increasing,but the supply of old-age care is insufficient.At this time,home-based pensions,which combine the characteristics of family pension and institutional pension,came into being,and became the key to solving the imbalance between the supply and demand of China's aged care services.As a public policy maker and a provider of public services,the government is responsible for most of the home care services.However,the government cannot do everything,especially in the context of the transformation of government functions,the construction of a service-oriented government,and the socialization of public services.It is one of the main ways to purchase home-based care services from the society.Since the Ministry of Civil Affairs announced the implementation of the “Starlight Program” for the elderly welfare service in 2001,China has formed a model of local pension service for local governments.Although the Chinese government's practice of purchasing home-based care services has achieved certain results,it has met the needs of some elderly people.However,there are still some problems,such as low satisfaction of the elderly,single service content,and low quality of service.The ultimate goal of the government to purchase home-based care services is to meet the elderly's needs for the elderly,and whether the elderly's pension needs are fully met,in particular,in terms of their satisfaction with the government's purchase of home-based care services.Therefore,this study focuses on how to improve the satisfaction of the elderly with the government to purchase home care services.To improve the government's satisfaction with the satisfaction of the elderly in the home care service,it is necessary to focus on the specific factors affecting the satisfaction of the elderly,in order to propose an effective satisfaction improvement strategy.Therefore,this article takes the new public management theory,social support theory,Maslow's hierarchy of needs theory,multi-center governance theory as the theoretical basis,adopts the case study method,and takes the C city government to purchase the X-home care home care service as an example.The government's purchase of home care services satisfaction and its influencing factors survey.By combing the relevant literature,it is found that the quality of service,the personal characteristics of the elderly and the living environment of the elderly may have an impact on the government's satisfaction with the purchase of home-based care services.Based on this,a hypothesis and a variable measurement scale were proposed to design a questionnaire.We also conducted a questionnaire survey on the elderly who enjoyed the C government's purchase of X-home care home care services.
