Enterprise democratic management is an important part of grass-roots democratic political construction in China,and it is also an integral part of socialist democratic system.After the founding of New China,especially since the reform and opening up,with the great attention of the CPC Central Committee and the State Council,the democratic management system of enterprises in the basic form of workers' congresses has been continuously developed and innovated.The field of democratic management of enterprises has been continuously expanded,the organizational system has been constantly improved,the operational mechanism has been increasingly improved,and the effectiveness of the work has been continuously strengthened.The democratic management of enterprises with Chinese characteristics has been strengthened.The system construction has achieved remarkable results,promoted the democratic decision-making and scientific management of enterprises,and promoted the harmony and stability of labor relations.However,at present,China's economic operation is stable in a slow,stable and worrying way,and downward pressure is increasing,which makes China face a great task of reform,development and stability,and a great challenge of contradiction and risk.At the same time,with the new round of scientific and technological revolution and the deepening of industrial transformation,profound changes have taken place in the organizational form,management mode,production and operation mode and employment mode of enterprises in China.Various economic relations and labor relations are becoming increasingly complex and diversified.Maintaining and safeguarding the legitimate rights and interests of workers and social stability are facing new situations and new problems.In recent years,some enterprises have experienced problems in labor relations,triggering collective strikes and other mass incidents,which have a relatively bad impact.This paper focuses on the construction of democratic management system of enterprises with Chinese characteristics,and puts forward corresponding countermeasures to adapt to the new situation,meet new challenges and strengthen the construction of democratic management system of enterprises with Chinese characteristics.The first chapter mainly elaborates the basis and significance of the topic selection,summarizes the current research situation,elaborates the research ideas,research methods,innovation and shortcomings of the paper.The second chapter is the theoretical and legal basis of the democratic management system of enterprises with Chinese characteristics.The theoretical basis of the democratic management system of enterprises with Chinese characteristics is analyzed from two aspects: Mao Zedong's theory of democratic management of enterprises and the theory of democratic management of enterprises in the theoretical system of socialism with Chinese characteristics.This paper summarizes the relevant legal basis of democratic management system of enterprises with Chinese characteristics.Chapter three focuses on the form of democratic management system of enterprises with Chinese characteristics and its development process.Emphasis is laid on the historical context of the construction of the staff congress system from three development processes,namely,the establishment of the staff congress system,the establishment of the staff congress system,the perfection of the Constitution of Anshan Iron and Steel Co.,Ltd.,the staff congress system and the organizational system and functions and powers of the staff congress.At the same time,it summarizes the origin and development of the open system of factory affairs,the supervisory system of directors and staff and its development,and other forms of democratic management system of enterprises with Chinese characteristics.Chapter ? elaborates the effectiveness and problems of the construction of democratic management system in enterprises with Chinese characteristics.Firstly,the paper elaborates the effect of building enterprise democratic management system with Chinese characteristics from five aspects: increasing awareness of enterprise democratic management system,increasing rate of enterprise democratic management system,enriching content of enterprise democratic management,diversifying forms of enterprise democratic management,and increasing effectiveness of enterprise democratic management.Secondly,by analyzing the current domestic and foreign economic environment and labor relations problems faced by China,this paper analyzes the problems existing in the construction of democratic management system of enterprises with Chinese characteristics in the new era.Chapter 5,aiming at the existing problems and the new challenges facing the new era,puts forward five suggestions on strengthening the construction of democratic management system of enterprises with Chinese characteristics,namely,speeding up the legislative process,implementing supervision and inspection,strengthening legal protection,strengthening public opinion propaganda,intensifying training and forming broad consensus,upholding problem-oriented,strengthening work guidance and improving standardized service level.Reform and development,strengthen demonstration leadership,expand the effectiveness of the system,strengthen team building,improve the quality of workers,and enhance grass-roots vitality.
