Problems And Countermeasures Of Illegal Construction And Governance In PY District Of Guangzhou City

Since the implementation of the “South Extension” strategy in Guangzhou in May 2000,the PY withdrawal from the city has officially been transferred to the administrative management of Guangzhou.As the main venue of Guangzhou “South Extension” strategy,PY District has made great achievements in the accumulation of economic development in the past 16 years.However,due to the difference between the urban-rural dual system and the lag of the management system,a large number of olds have passed over time.Plants,village collective properties,and villagers’ housing construction are facing the need for renewal or transformation.The legal approval process is out of touch with reality,resulting in a large number of buildings outside the supervision of laws and regulations and government policies and regulations,forming a so-called "illegal construction."This paper will take the PY area of Guangzhou as the entry point,analyze the current situation of illegal construction in the area,and comprehensively use literature analysis,comparative analysis,field investigation and other methods to analyze illegal construction through the application of public governance theory and Maslow’s demand theory.The problems and causes in the governance process,drawing on the experience of domestic advanced cities and developed countries,combined with some effective measures taken by the PY area in recent years,and also identifying deficiencies,and proposing countermeasures for illegal construction : First,the combination of unblocking and blocking,comprehensive management;second,improve laws and regulations to increase illegal costs;third,step by step,orderly digestion of stocks;fourth,strengthen supervision and assessment to ensure governance effectiveness;fifth,innovative legislative ideas,strengthen planning,sound mechanism.In general,it is hoped that through a series of comprehensive measures,we will make planning first,fine management,and solve illegal construction problems from governance measures.Problems in the PY area are now encountered in other parts of the country in five or ten years.It is hoped that through the research of this paper,we can find a countermeasure to control the illegal construction of PY area,and it also has certain reference significance to other areas of China.
