Research On The Problems And Countermeasures Of Illegal Construction Management In D Town

With the further development of the new people-oriented urbanization,various resource elements such as population and social capital have realized free flow and exchange between urban and rural areas,and the pattern of interests has been constantly distributed,making it difficult to achieve absolute balance.In this case,land and housing resources,especially those in rural areas,become the resources that all interest subjects scramble to seize,and illegal construction is one of the important manifestations of this competition for space resources.The appearance of illegal construction greatly damages the order of local planning and development,affects social equity and justice,and threatens the effective implementation of our space resources sustainable development strategy.In the face of the severe situation of illegal construction,the central and local governments attach great importance to it and actively introduce a series of measures and measures,but the effect of governance is limited,and various illegal construction phenomena have not been fundamentally contained.Therefore,it is of certain theoretical and practical significance to study illegal construction management,discover governance problems,analyze the causes of problems and put forward feasible countermeasures.In this paper,the illegal construction management of D town as the research object,through the interview and questionnaire survey found that the illegal construction management of D town in the illegal construction control,there are new illegal construction repeatedly forbidden,high recurrence of illegal construction,illegal construction stock left over from history is difficult to eliminate problems.In the aspect of law enforcement team,there are problems of insufficient law enforcement force,low professional quality of law enforcement team and non-standard administrative law enforcement.In the aspect of illegal construction and governance environment,there are problems such as unreasonable construction demand can not be met,government departments are not tight,and the main body of governance is single.Using game theory,procedural justice theory,cooperative governance theory and other scientific theoretical methods to analyze the problems in the management and control of illegal construction in D town,it is concluded that the reasons are low cost and high income,lack of law enforcement,and loopholes in the connection of laws.The reasons for the problems in the law enforcement team are the incomplete integration of the comprehensive administrative law enforcement team,the inadequate capacity building of the law enforcement team,and the insufficient accountability of law enforcement supervision.The reasons for the problems in the illegal construction and governance environment are the cumbersome planning approval,the imperfect cooperation mechanism between departments,and the lack of motivation for the participation of other governance subjects.Finally,it puts forward targeted countermeasures to solve the problem of illegal construction management in D town,which are as follows: by increasing the cost of illegal construction,strengthening the law enforcement of illegal construction,and establishing the classified management and control mode of illegal construction,the purpose of comprehensively optimizing the management and control mechanism of illegal construction is realized;By further promoting the reform of the comprehensive administrative law enforcement system,strengthening the professional capacity building of the law enforcement team and establishing the law enforcement supervision system,effectively promoting the construction of the comprehensive administrative law enforcement team system;By optimizing the administrative examination and approval system,improving the long-term mechanism of cooperation between departments,and stimulating social organizations to participate in illegal construction and governance,we can further improve the environment for illegal construction and governance.
