Research On The Governance Of Illegal Construction In Rural Areas Of Hui’an County

China is a large agricultural country,the proportion of rural population is still relatively large.Problems such as illegal construction and illegal occupation of land occur from time to time in the vast rural areas.To this end,China’s farmland protection as a basic state policy,government departments have also increased the illegal construction of the rectification efforts.However,due to the lack of adequate law enforcement force in rural areas,coupled with the limited level of law enforcement personnel,the phenomenon of illegal construction has not been fundamentally controlled.has reached an urgent point.Quanzhou Hui’an County is a strong economic county with a high level of exhibition in the southeast coastal areas.Since the implementation of the reform and opening-up policy,people’s living standards have also improved significantly compared to the past,the people’s desire to improve living standards,especially housing demand is growing,with all kinds of illegal construction,the urgent need for local governments to solve.At present,the research on illegal construction at home and abroad is more focused on the study of urban areas,and there are very few studies related to the status quo and countermeasures of illegal construction in rural areas.Taking the rural areas of Hui’an County as an example,this paper uses the methods of literature research,comparative analysis and questionnaires and interviews to study the phenomenon of illegal construction in rural areas of Hui’an County,analyzes the factors affecting the management of illegal construction in rural areas,such as weak awareness of farmland protection,backward concept of housing construction,excessive pursuit of housing scale,weak legal awareness,etc,the team’s strength is insufficient,etc.We should refer to the practices and experiences at home and abroad in the administration of illegal construction,such as perfect legal system,active public participation,raising the cost of illegal construction and perfecting supervision procedures.Finally,this study uses the "good governance theory" research,and thinks that through perfecting the mechanism of treating violations,strengthening the information disclosure,optimizing the approval process and creating a social atmosphere,we can reduce the occurrence of illegal construction in rural areas from two angles,so that the government has stronger governance ability and efficiency,promote the improvement of the level of construction management in rural areas,and give theoretical guidance to government governance.
