The neoclassical growth theory emphasizes the importance of technological progress and believes that technological progress is a key factor in promoting economic growth and a source of motivation for economic development.The realization of technological progress mainly depends on research and development(R&D),and from the actual situation,the main body of research and development is the enterprise.In today’s knowledge economy era,the market competition situation is intensifying,and due to different resource conditions and differences in capabilities,major enterprises have large differences in the scale of investment in R&D activities,and may also be different in comparison with social levels.result.In other words,the scale of investment in R&D activities of enterprises has obvious uncertainties,which will lead to market failures and market risks,which directly lead to inefficient conversion of R&D results,or social returns are higher than R&D investment private returns.In order to solve these problems,it is necessary for the government to provide certain subsidies for corporate R&D activities.At the same time,it is necessary to build a reasonable,efficient and standardized Intellectual Property Protection(IPR)system,which is necessary for technological innovation and R&D of enterprises.Activities provide effective policy tools to compensate for the lack of corporate financial strength and to avoid market failure risks.It is precisely because of this that the study of the impact of intellectual property protection on the investment in high-tech enterprises has a high practical value.On the one hand,the high-tech industry has the characteristics of intensive intellectual property,high risk and high investment,and has established its leading position in the current technology industry(mainly refers to new materials,bioengineering and information technology),and perfect intellectual property protection system.The technology research and development of high-tech industries can play a very good role in safeguarding.Therefore,intellectual property protection plays a greater role in the field of high-tech enterprises.On the other hand,the intensity of law enforcement for intellectual property protection in China is constantly improving.Since the establishment of the intellectual property protection system in the 1980s,China has continuously improved its intellectual property legislation.In 2008,China combined its previous practical experience and promulgated The Outline of the National Intellectual Property Strategy provides guarantee and guidance for the technological innovation and property rights protection of Chinese enterprises.This paper takes high-tech industrial enterprises as the research object,and stands at the research perspective of the intensity of provincial intellectual property protection to explore the impact of this institutional environment on corporate R&D decisions.This research mainly selects three major indicators,namely,the level of intellectual property administrative protection,the level of social protection and the awareness of intellectual property protection of the masses.On this basis,it is multiplied by the GP index to measure and judge inter-provincial intellectual property rights.Protection strength index.In addition,this paper also uses the data of China’s high-tech enterprises from 2011 to 2017 as a research sample,and carries out empirical analysis to explore the marginal effect of provincial IPR protection intensity and enterprise R&D investment.Not only that,but in this process,this paper also introduces The interaction between intellectual property protection and market share and the analysis of the industry,hope to explore and analyze the relationship between intellectual property protection and R&D investment in different industries and the degree of influence.The study found that high-tech enterprises are more inclined to participate in R&D investment activities,and the improvement of intellectual property protection can indeed promote the R&D activities of high-tech industrial enterprises in China.Further analysis also found that the impact is industrial,that is,different industries,intellectual property rights.The effect of protection on R&D investment is different.The specific performance is:for industries with more fierce competition,intellectual property protection is conducive to promoting technological innovation,which is conducive to stimulating enterprises to increase R&D investment;Excessive protection of intellectual property rights will weaken the enthusiasm of enterprise innovation and curb corporate R&D investment.
