Research On The Dilemma And Countermeasures Of China's Government Data Opening

Under the influence of big data,people have a deeper understanding of the importance of data,and their demand for data opening increases accordingly.In this context,as the government that has mastered most of the social data,it needs to adapt to the development of the times,takes the initiative to open up the government data,promotes the reuse of government data,and stimulates the economic value and social value of government data.The opening of government data is a new research field all over the world.Western developed countries takes lead in the field of government data opening by builded a national data opening platform,while China is still a learner and a catch-up in the work of data opening.Although China's national data open platform is still in the pipeline,some provincial governments have carried out pioneering and preliminary exploration work on data opening work.Therefore,with the development of economy,the development of big data industry and the support of government policy,the government open data platform of Beijing,Shanghai,Guangdong,Zhejiang and Guizhou was selected as the research object.This paper focuses on the comparative analysis of the policy support of the five provincial governments for the big data industry,and through the Internet research,compares the data opening and application of the five provincial government data opening platforms,after analyzing the current situation,this paper summarizes four restricting factors in the government data opening work in China,which are the imperfect legal system,the unreasonable organizational structure of the government,the lack of government personnel's ability and the imperfect platform construction.Combined with the current problems in the open government data,and makes references to the United States,Britain s experience in this field,the study proposes to accelerate the construction of laws and regulations,improve the government organizational structure,establish a national unified data open platform,and strengthen big data.We will establish and improve the safeguard mechanism,and further promote the vigorous development of the government's data opening work.
