Study On The Governance Of Rural Human Settlements In Kunming Under The Background Of Rural Revitalization Strategy

The 19th National Congress of the Communist Party of China put forward the strategy of rural revitalization,and put forward higher standards for the governance of rural human settlements.From the"clean and tidy"of the new rural construction period to the"eco-livable",the government has promoted to pay more attention.The main role of the villagers has been upgraded from the treatment of garbage and sewage to the comprehensive improvement of the rural human settlements.Therefore,accelerating the governance of rural human settlements,building beautiful and livable villages,and allowing farmers to gradually enjoy a well-equipped infrastructure and a livable living environment have become an inevitable requirement for Kunming to achieve a comprehensive well-off society on schedule.And the urgent task of revitalizing the countryside in the coming period.Generally speaking,rural residential environment as a public product or quasi-public product should be provided by the government.The quality of the environment is closely related to the behavior of the local government.What role does the local government play in the process of rural human settlements and what is implemented?The countermeasures have become a problem worth studying.This article is divided into four parts.First part.,on the basis of clarifying the research background,theoretical significance and practical significance of this paper,the two concepts of rural living environment improvement and rural revitalization are defined,and the relationship between rural living environment improvement and rural revitalization is summarized.The current research situation of rural human settlements rectification,put forward the research ideas and framework of rural human settlements in Kunming,and analyzed the innovations and deficiencies of this paper.The second part,it sorts out the basic situation of villages and human settlements in Kunming,reviews the initial stage of rural human settlements in Kunming,the special rectification stage and the new stage of rural revitalization,Summarized six major achievements:the organization's guarantee is basically sound,the policy system is relatively complete,the rural domestic waste disposal system is basically complete,the rural human settlements environmental governance key task system is initially formed,the work operation mechanism is initially explored,and the typical demonstration is initially led.The third part,On the basis of field research,this paper analyzes the preliminary exploration of the four aspects of Kunming's long-term mechanism of rural human settlements,garbage control and sewage treatment,and refines and draws lessons from experience.At the same time,it points out the seven problems in the current governance of rural human settlements in Kunming:the imbalance of rural human settlements,the large funding gap,the low level of village planning and management,and the village environment.The construction of governance facilities is lagging behind,the appearance of villages and villages is backward,the phenomenon of light management of facilities reconstruction is prominent,and the awareness of environmental governance of cadres and masses is insufficient.The fourth part,based on the existing problems and the learned practices,puts forward eight countermeasures and suggestions for optimizing the governance of rural human settlements in Kunming City in the context of rural revitalization strategy:formulating scientific and rational village planning and multi-party raising rural living environment.Governing capital investment,supporting and improving rural human settlements environmental management infrastructure,adopting appropriate rural environmental management techniques according to local conditions,actively carrying out village capacity transformation and upgrading projects,establishing and improving long-term mechanisms for management facilities management,and fully stimulating rural environmental remediation Promote the motivation and strengthen the publicity of rural human settlements.
